An emergency meeting of the Board of Assessors was held February 19,2009 in ROOni:116 cliO f .
Town Hall. A Notice of Meeting was duly posted. The meeting was calle&to signmot~vehitle
excise tax warrants and commitments so motor vehicle tax bills can be seni itG ti~ely mann;r,
and to discuss and respond to a time-sensitive request of the Interim Town Manager regarding
the possible sale of property at 44 Wilson Street.
The meeting commenced at 11 :25 a.m. Present were John Palmer and John Duffy, a majority of
the members of the Board. Also present was Robert Bushway, Principal Assessor. John Palmer
presided and John Duffy kept the minutes.
The Board reviewed, approved, and signed motor vehicle excise tax warrants and commitments
as follows: 2009 #2 for $271,232.25, and 2008 #8 for $1,866.25.
The Board discussed the Interim Town Manager's request for advisory comments from the
Board regarding the possible sale of property located at 44 Wilson Street to South Middlesex
Opportunity Council from Boulder Capital.
Mr. Bushway informed the Board that the property under discussion for sale would be valued at
$725,300, with a real estate tax obligation of about $11,000.
The Board discussed the relationship of relevant provisions of the Host Community Agreement
between the Town and Boulder Capital, and the desirability of consistent real estate tax policy
concerning non-profit entities.
Dr. Duffy distributed, and the Board discussed, a document he prepared outlining questions of
legal interpretation of provisions contained in the Host Community Agreement. (See
Attachment).
The Board agreed that Dr. Duffy will provide this document to the Interim Town Manager, and
that Mr. Bushway will prepare a more comprehensive review of this matter for submision to the
Interim Town Manager on behalf of the Board.
The meeting adjourned at 12 noon.
