Councilmembers Byrd, Richards, Wells, Heine answered the roll ~" call. Councilmember Rea arrived at 7:50. j Also present were Interim City Manager Gonzales, City Attorney Barnes City Clerk Hooper and City Treasurer Pygatt. City Clerk Hooper announced the agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Wells, seconded by Councilmember Byrd to recess to Lynwood Redevelopment Agency at 7:32. The meeting was reconvened by Mayor Heine at 7:37. PUBL>~C SEARING It was moved by Councilmember Wells, seconded by Councilmember Byrd to open the Public Hearing. Mayor Heine opened the Public Hearing on item #8 'DRAFT HOUSING :Heine # ELEMENT REVISION AND EIR ADDENDUM'. Public hearing Interim City Manager Gonzales stated that staff requested thatGonzales the City Council continue this item to permit additional time to city cour complete document refinement. continue permit ~. Henning Robert Henning spoke on Gladys Grants reward and stated Council 1.Grarts needed to set policy on establishing rewards. Also spoke on ~arlin large fire on Carlin Ave., Stated he felt that the owner of the fire property should be responsible in some way for the cost of the fire services. Stated the condition of the property was the reason for the fire. J. Hunter Derrell Hunter spoke on the Public Hearing on August 11 for the spoke for COP's. Said the public was not properly accommodated. cop's Heine Mayor Heine stated Council was already looking into other means publication of publication on the item. Hunter Mr. Hunter spoke further on COP's and the comments and feelings of the residents. 2 19 Margaret Araujo spoke on County Aid to Cities funds andLong Beac questioned how monies would be used. Also spoke on Long Beach Long Beach Blvd. improvement project. Blvd. Stated they were having problems on Blvd. Cedar and Long Beach Blvd. Also spoke on problems with panhandling at bus stops and gas stations in Lynwood. dogs being dump~e,-d,, r '1 Crystal Adams spoke regarding location on Josephine and Atlantic, also spoke on properties being used as trash dumps. Reginald McNulty 3838 Walnut Ave. spoke on dogs being dumped indogs bein plastic trash bags. Also spoke on closing alleys or other ways dumped to get them cleaned up. Hearing no further discussion, ~',OUNCIL ORALS & WRITTEN COMMUNICATION Mayor Heine spoke on mailer that was being circulated in themailer City. Stated the mailer was based completely on ignorance and Waste Cle that he was personally offended and requested an apology from the originator of the document. Also spoke on Hazardous wasterPdeshare cleanup day and rideshare week. Councilman Byrd spoke on his recent trip and the development Byrd effort he had witnessed on his vacation to China. China Councilmember Wells spoke on the opening of the Community Center and commended Parks and Recreation on the job they had done .Community Spoke on Code Enforcement investigating the property mentioned in Center regards to the fire. Also stated she would like to see the Parks&Rec Sheriffs patrol the bus stops where there was problem with loitering. Councilmember Wells also spoke on pan handling and mailers gongWells out to Business owners explaining their recourses. Asked for apan hanc copy of Mr. Murga's report on alleys. Councilmember Byrd also spoke on panhandling. Councilmember Rea commended Parks & Recreation staff on TransitA. Rea Center Grand Opening. Also commended John Oskoui for a job well done. Councilmember Richards also commended staffs great job. Stated aRicharde very good time was had by aII. Spoke on Gladys Grantz reward. Mayor Heine spoke on Project "Rebuild Lynwood."
