Councilmembers Byrd, Richards, Wells, Heine answered the roll call. Councilmember Rea arrived at 7:40. Also present were City Attorney Barbosa, Interim City Manager Gonzales, City Clerk Hooper and City Treasurer Pygatt. - The City Clerk stated the agenda was duly posted in accordance with The Brown Act. It was moved by Councilmember Wells, seconded by Councilmember Byrd to approve the minutes of: Regular Meeting, August 4, 1992 Public Hearing, August 11, 1992 Regular Meeting, August 18, 1992 Regular Meeting, September 1, 1992 Regular Meeting, September 15, 1992 It was moved by Councilmember We11s, seconded by Councilmember Rea to approve the following Commendations/Proolamations: German American Day Mary Wright, Retiring City Treasurer Luciano Mondolo Victor Luke, Knights of Columbus It was moved by Councilmember Wells, seconded by Councilmember Rea to recess to The Lynwood Redevelopment Agency at 7:45 Council reconvened at 8:05. Derrell Hunter spoke in opposition to alley vacation and a1sg7.Hunter stated to Council that they needed to consider the opinions of tax the residents in regards to the Hotel/Motel tax. Also spoke in fees opposition to waiving fees for Charitable organizations. Patricia Carr spoke regarding Minute Clarification and in regardsp, Carr to the Capital Improvements Projects. progects Robert Henning spoke in opposition to alley closures. Henning Councilmember Rea spoke regarding care and cost to keep theA.Rea alleys open. Also spoke on the closures being cost effective. alleys Mayor Heine announced the time had arrived to conduct a Public Heine Hearing. Henning Robert Henning 3952 Carlin Ave. spoke in opposition of the xousing involvement of the Hotel/Motel tax in the Draft Housing Element Revision. P. Carr Patricia Carr 3842 LeSage, spoke regarding overcrowding caused by overcrowd the Draft Housing Element. Also spoke regarding the effect the multi-family dwellings would have on the School District. Stated the schools were already overcrowded. J.Hunter Derrell Hunter questioned the rehabilitation in the project, also asked how the low and very low families are determined. Councilmember Richards stated, relative to Item ,~16 Personnel anditem 16 Consultants and local resident/youth hiring program he would likeyouth hir to bring the item back after inspection of the package provided.program Councilmember Richards questioned Item #19, Sale of Agency/City owned Property. It was moved by Councilmember Richards, seconded by Counciimemberitem 19 Wells to receive and file Item #19 SALE OF AGENCY/CITY OWNED PROPERTY Councilmember Richards asked to have Item #~20 WorkersRichards Compensation/Service Agreement brought back with Competitive #20 Suppliers. Councilmember Richards spoke regarding Item X21 the completion of item 21 the Long beach Freeway along the Meridian and stated he wouldL B Freew like to see this item brought back with input from the City of South Pasadena. +~- Councilmember Richards further discussed the TransientRichard~ Occupancy/Public Safety Tax. Stated various markets, andsafe tai businesses should also be considered along with the Hotel/Motel Association. It was further moved by Councilmember Richards, seconded by Councilmember Wells to bring back a proposal towards these actions. Richards Councilmember Richards discussed having a computerized recreation computers, program available to the residents. Also stated that public transport, transportation should be included. A. Hooper City Clerk Hooper stated there were two terms expiring on the Traffic & Traffic and Parking Commission. Stated she had received a Parking request from William Cunningham asking for reappointment. A. Rea Councilmember Rea stated he had received word that Mr. Archambault. It was moved by Councilmember Rea, seconded by Councilmember Richards and carried to reappoint Commissioners Cunningham and Archambault to the Traffic and Parking Commission. Pi1RL.?c nP_lt G. Spoke on his home being wells burglarized and several other residents in the audience as well. A. Henning Robert Henning spoke on the unavailability of Code Enforcement on church weekends. spoke regarding the building of a fence on Church property property. x. Andersor~iarold Anderson 11217 Benwell Dr. spoke regarding burglary sheriff occurrences and the helpfulness from the Sheriff station in Lynwood. Also spoke on help from the additional patrolling from the Sheriffs. J. Lucky Joe Lucky, Lynwood Property Owner spoke regarding the eviction of eviction residents from Benwell property. Requested additional assistance :from Sheriffs Department. J. Hunter Derrell Hunter spoke on favoritism towards offenders and Favoritism treatment of residents from Sheriffs Department. Repeated his desire for council to be more receptive of opinions from residents. spoke on Lighting Assessment and lack of communication regarding residents. Derek rise Depek, Motel owner, stated he did not feel motels are responsible in crime for the rise in crime. M.Bolion Miguel Bolion 3323 Louise St., spoke regarding need for a st. Light crosswalk or street light on the corner of Louise Ave and Long Beach Blvd. Spoke regarding parking lot behind Neva's Liquor Store. Also spoke regarding crime in Lynwood. N. Baca Nahandra Baca, Motel owner, stated he did not feel that the , crimes owners of the motels should be held responsible for the crimes that were being committed on the sidewalks outside of their businesses. P. Carr Patricia Carr 3842 LeSage Ave. spoke regarding Frontier Markets Frontier Charitable Solicitation affair. Stated there is a lack of proper parking, lack of security to residents in the immediate area and 4 ~' 3 lack of patrol from the Sheriffs Department, Code Enforcement and Parking Control Officers. Also spoke regarding leasing of water and additional comments regarding Certificates of Participation. Niland Sirs, Southern California Association of Governments,N.sirs spoke regarding regional housing assessment. Spoke on specialimprov. improvement districts and optional means that he would like Council to consider. C'~IINCIL ORAL. ~j~Q fiiRITTSN COlQ![1NICATION Councilmember Wells wants Fire Department and Sheriffs Departmentwells to obtain the telephone number for Code Enforcement on weekends.Fire Dep ~ Also wants additional patrol on Benwell St. Spoke regarding stoplight on Louise Ave. Also spoke regarding cars for sale on M & D Property at the corner of State and Imperial. Stated she wants an aggressive program initiated in order to stop this type of activity. Councilmember Rea stated he wants to see a hard core enforcement A. Rea on car sales. Councilmember Byrd stated he would like to see a stop light on syrd Cedar and Lonq Beach Blvd. Also would like to see a light onstopligh Agnes and Lonq Beach Blvd. Mayor Heine spoke on crime in the area, also wants to see support xeine from residents to help clean up the City. Stated he would like crime to see some of the City~s positive aspects as much as the negatives. It was moved by Councilmember Wells, seconded by Councilmember Rea to adjourn to closed session at 10:20. Council reconvened at 11:15.
