SUMMARY STATEMENT:
In December, T-O submitted a DRAFT scope of work totaling $299,852.50 and included spread sheets with
hours and dollars assigned, and spread sheets without the cost details. We submitted the spreadsheet without
numbers to an Independent Fee Estimator, Rood and Associates, as required by FAA for a contract of this
cost. The estimate came back at $279,987.00. We next negotiated with T-O and they cut their contract cost
to $287,852.50. The primary place of difference in cost between the estimate and T-O's proposal is in the
amount of survey work required. This is not unusual as there are several critical elevations at all of the
taxiway/runway intersections and the placement and elevations for the sewer line sleeve under the runway.
The cost difference is $7,865.50. This is a difference of approximately 2.3%. FAA usually finds fees to be
acceptable if they are within 10% of the estimate.
Attached is the Professional Services Agreement to T-O Engineers totaling $287,852.50 for design and
construction services related to rehabilitation of Runway 16-34 McCall. The estimated total project cost is
between $2,000,000 and $2,500,000. Survey work and geotechnical sampling have been completed. It is
likely that the final design recommendation will be a full depth reconstruction of the north 1,500' of the
runway, a three to four inch overlay of the southerly 1,000' of the runway, and a roto-mill of the center
3,500' with a pave -back of 3-4" of asphalt.
During construction we will place a sleeve under the runway at the proper diameter and depth to allow the
sewer line to pass under the runway. Depending on the availability of funds and weather conditions, the
sewer connector across the airport will be installed at the same time. There is $246,402 set aside in the
Sewer Fund for this project. T-O and CH2M Hill are currently reviewing the design for the sewer project.
RECOMMENDED ACTION:
Approve the attached Engineering Services Agreement with T-O Engineers and authorize the Mayor to
sign all necessary documents.
