Minutes of Meeting of March 20, 2009

An emergency meeting of the Board of Assessors'was held on March 20, 2009'hrRoom 211 at
Town Hall to address time-sensitive budget issues. A Notice of Meeting was duly posted. The
meeting commenced at 11 :00 a.m. Present were John Palmer and John Duffy, a majority ofthe
members of the Board. Also present was Robert Bushway, Principal Assessor. John Palmer
presided and John Duffy kept the minutes.
Mr. Bushway presented to the Board infonnation regarding Fiscal Year 2009 budgetary concerns
relating to vendors who provide or might provide mapping services.
Mr. Bushway will discuss with the Chief Financial Officer possibilities to provide fiscal support
for an expanded mapping program with a new vendor to include GIS website development. This
fiscal support would need to be provided with Fiscal Year 2009 funds for contractual reasons.
Another option is to continue with the present vendor, despite an unanticipated price increase, for
Fiscal Year 2010, and explore a joint sponsorship, with other town departments who would
utilize the maps and the GIS program functions, of an article in the 2009 Fall Special Town
Meeting warrant, for Fiscal Year 2010 funding. The purpose of the article would be to provide
funds for an expanded mapping program and a GIS program with a new vendor. The funds
would provide fiscal support for contractual agreements to be made during Fiscal Year 2010 to
assure commencement of the expanded program prior to July 1, 2010.
The meeting adjourned at 12 noon.
