COUNCIL CHAMBERS – 5938 KAUFFMAN AVENUE PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. You have the opportunity to address the City Council at the following times: • AGENDA ITEM: at the time the Council considers the agenda item; • NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while the City Council values your comments, pursuant to the Brown Act, the Council cannot take action on any item not listed on the agenda; and • PUBLIC HEARING: at the time for public hearings under PUBLIC HEARING. CONSENT CALENDAR All Consent Calendar items may be approved in a single motion as recommended unless removed for further discussion. If members of the City Council or persons in the audience wish to discuss any matters listed on the Consent Calendar, please address them at this time. Recommendation: Approve Items A through P per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Regular City Council Meeting of May 17, 2016; and 2) Minutes of the Special City Council Meeting of May 25, 2016. Recommendation: Approve. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS – MEETING OF MAY 11, 2016 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting of May 11, 2016. Recommendation: Receive and file. C. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF MAY 18, 2016 The City Council is requested to review the Parks and Recreation Commission Actions of their meeting of May 18, 2016. Recommendation: Receive and file. D. LETTER OPPOSING GOVERNOR BROWN’S PROPOSAL BY RIGHT HOUSING LEGISLATION Governor Brown's proposal would compel local governments to approve urban housing developments without detailed reviews. Recommendation: Authorize Mayor to sign letter expressing opposition. City Council Agenda June 7, 2016 Page 3 of 9 E. SECOND READING AND ADOPTION OF ORDINANCE NO. 16-1014 AMENDING TITLE 9, CHAPTER 1 AND 2 OF THE TEMPLE CITY MUNICIPAL CODE (SERIES 1 CODE AMENDMENTS) The proposed amendments identify and correct necessary improvements and provide clarification in the City’s Zoning and Subdivision regulations. Recommendation: Adopt and waive further reading of Ordinance No. 16-1014 amending Title 9, Chapter 1 and 2 of the Temple City Municipal Code. F. APPROVAL OF A SERVICE AGREEMENT WITH RED 88 MEDIA FOR CITY VIDEO PRODUCTION, RECORDING, EDITING AND SUPPORT SERVICES The City Council is requested to approve a Service Agreement with Red 88 Media to provide video recording of City Council meetings for live and delayed broadcast to the community. Recommendation: Approve a Service Agreement with Red 88 Media for City’s video production, recording, editing and support services; and authorize the City Manager to sign and execute the agreement. G. APPROVAL OF AGREEMENT FOR USE OF FACILITIES WITH THE EL MONTE CITY SCHOOL DISTRICT The current Agreement for Use of Facilities with the El Monte City School District expires June 30, 2016. The new 2-year agreement will allow both parties to continue to use facilities for public use through June 30, 2018. Recommendation: Approve a two-year Agreement for Use of Facilities with the El Monte City School District. H. APPROVAL OF LICENSE AGREEMENTS WITH TEMPLE CITY IMMANUEL CHURCH AND FIRST LUTHERAN CHURCH OF TEMPLE CITY Approval of the License Agreements with Temple City Immanuel Church and First Lutheran Church of Temple City will allow the City to use facilities at those locations for summer recreation programs. Recommendation: Approve the License Agreement with Temple City Immanuel Church and First Lutheran City Council Agenda June 7, 2016 Page 4 of 9 Church of Temple City; authorize the City Manager to execute the Agreement; and approve a budget amendment in the amount of $9,000. I. APPROVAL OF FIRST AMENDMENT TO THE AGREEMENT FOR TREE MAINTENANCE SERVICES WITH WEST COAST ARBORISTS The City Council is requested to approve an amendment to the Agreement for Tree Maintenance Services with West Coast Arborist amending the term of contract for one additional year and the compensation to reflect a 2% COLA. Recommendation: Approve the First Amendment to the Agreement for Tree Maintenance Services with West Coast Arborists and authorize the City Manager to execute the Amendment. J. THIRD QUARTER TREASURER’S REPORT, REVENUE AND EXPENDITURE SUMMARY REPORTS AND CAPITAL IMPROVEMENT FINANCIAL REPORT To keep the City Council updated on the status of the City’s financial activities, the Financial Status Reports are provided to the City Council on a quarterly basis. Recommendation: Receive and file the Third Quarter City Treasurer’s Report, Revenue and Expenditure Summary Reports and the Capital Improvement Financial Report. K. APPROVAL OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF TEMPLE CITY AND THE TEMPLE CITY EMPLOYEES ASSOCIATION FROM JULY 1, 2016 THROUGH JUNE 30, 2018 The City and Temple City Employees Association have come to an agreement on wages and benefits for the period of July 1, 2016 through June 30, 2018. Recommendation: Adopt Resolution No. 16-5169 approving the Memorandum of Understanding between the City of Temple City and the Temple City Employees Association and amending salary ranges for positions represented by Temple City Employees Association in accordance with the negotiated terms in the Memorandum of City Council Agenda June 7, 2016 Page 5 of 9 Understanding. L. ADOPTION OF RESOLUTION NO. 16-5168 ELIMINATING EMPLOYER PAID MEMBER CONTRIBUTIONS FOR “CLASSIC” TEMPLE CITY EMPLOYEE ASSOCIATION UNIT MEMBERS In order to implement the Memorandum of Understanding with the Temple City Employees Association, a Resolution suspending all Employee Paid Member Contributions must be adopted. Recommendation: Adopt Resolution No. 16-5168 eliminating the remaining one percent Employer Paid Member Contributions currently paid to the California Public Employees Retirement System for employees represented by Temple City Employees Association effective with the pay period July 8, 2016. M. APPROVAL OF RESOLUTION NO. 16-5172 ADOPTING SALARY AND BENEFIT CHANGES FOR UNREPRESENTED FULL TIME MANAGEMENT EMPLOYEES FOR JULY 1, 2016 THROUGH JUNE 30, 2017 The Resolution authorizes certain salary and benefit adjustments for all unrepresented full time management employees. Recommendation: Adopt Resolution No. 16-5172 adopting salary and benefit changes for unrepresented full time management employees for July 1, 2016 through June 30, 2017. N. ADOPTION OF RESOLUTION NO. 16-5174 ADOPTING REVISED SALARY RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS FOR FISCAL YEAR 2016-17 The Resolution authorizes salary adjustments for all employees in unrepresented part-time classification. Recommendation: Adopt Resolution No. 16-5174 adopting salary ranges for unrepresented part-time classifications for Fiscal Year 2016-17. O. CREATION OF NEW CLASSIFICATION TITLES AND APPROVAL OF THE RESPECTIVE SALARY RANGES IN ANTICIPATION OF INTENDED FUTURE RE-CLASSIFICATION OF VARIOUS EXISTING POSITIONS City Council Agenda June 7, 2016 Page 6 of 9 Amendment of the Classification Plan for the following positions: Building and Code Inspector I, II, III; and Parks and Recreation Manager. Recommendation: Adopt Resolution No. 16-5173 amending the Employee Classification Plan and approving the respective salary ranges. P. ADOPTION OF RESOLUTION NO. 16-5175 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 16-5175 authorizing the payment of bills. Recommendation: Adopt Resolution No. 16-5175. 8. PUBLIC HEARING A. MODIFICATION OF AN APPROVED CONDITIONAL USE PERMIT TO ALLOW EXTERIOR IMPROVEMENTS FOR A NEW RESTAURANT LOCATED AT 9055 LAS TUNAS DRIVE, #105 The requested improvements include using a different material and installing an additional sign that is not permitted by the shopping center’s master sign program and prohibited by the City’s Zoning Code. Presenter: Community Development Director Recommendation: 1) Open the Public Hearing; 2) Accept public testimony from applicant and members of the public; and 3) Adopt Resolution No. 16-5170 finding that the project is exempt from the California Environmental Quality Act and deny the request to modify File No. 15-266. 9. UNFINISHED BUSINESS A. APPROVAL OF AGREEMENT WITH THE SAN GABRIEL VALLEY HUMANE SOCIETY FOR ANIMAL CONTROL, SHELTER, AND LICENSING SERVICES Approval of an agreement with the San Gabriel Valley Humane Society will City Council Agenda June 7, 2016 Page 7 of 9 ensure that the City will be able to continue providing animal control, shelter, and license services for the community. Presentation: Community Development Director Recommendation: 1) Approve an agreement between the City of Temple City and the San Gabriel Valley Humane Society for animal control, shelter, and licensing services; and 2) Authorize the City Manager to execute the agreement. 10.
