SUBJECT: CREATION OF NEW CLASSIFICATION TITLES AND APPROVAL OF
THE RESPECTIVE SALARY RANGES IN ANTICIPATION OF INTENDED
FUTURE RE-CLASSIFICATION OF VARIOUS EXISTING POSITIONS
RECOMMENDATION:
It is recommended the City Council adopt Resolution No. 16-5173 amending the
Employee Classification Plan and approving the respective salary ranges.
BACKGROUND:
1. On December 18, 2012, the City Council adopted revised Personnel Rules for full
time and part-time employees.
2. On June 4, 2013, the City Council adopted Resolution No. 13-4821, adopting an
Employee Classification Plan.
ANALYSIS:
Article 5 Section 2 of the Personnel Rules allows for the adopted Classification Plan to be
amended from time to time by resolution of the City Council. At the time of cons ideration
by the City Council, any interested party may appear and be heard.
The following new classification titles in the respective departments are being proposed:
Community Development
• Bu ilding and Code Inspector Ill
• Building and Code Inspector II
• Building and Code Inspector I

Currently the City has full-time classifications entitled Building Inspector, Senior
Community Preservation Officer and Community Preservation Officer. Staff is proposing
to add the new classification titles to the Employee Classification Plan , as well as using
the existing Management Analyst classification title, with the ultimate intent to re-classify
and re-allocate the existing positions as follows:
Current Future
Building Inspector Building and Code Inspector Ill
Senior Community Preservation Officer Building and Code Inspector II
Community Preservation Officer (1 position) Building and Code Inspector I
Community Preservation Officer (1 position) Management Analyst
The Inspector Ill classification would continue to focus primarily on building inspections
but will assist with more complex community preservation cases. The Inspector II and I
classifications would continue to focus primarily on community preservation but could also
assist with simple building inspections and enforcement of the Building Code. The
Inspector II and I positions would require certification in simple bu ilding inspection,
replacing the current requirement for certain formal law enforcement training .
These changes are intended to reduce the compartm entalization between the community
preservation and building inspection functions, allow crossover between the functions,
and increase collaboration among staff. In addition, staff believes that shifting the focus
of the position titles and certifi cation requirements from law enforcement to inspection will
help to further the customer service and compliance goals of the community preservation
program.
Staff has not yet identified a specific timeframe for re-classifying and re-allocating these
positions.
Parks and Recreation
• Parks and Recreation Manager
After a thoroug h review of key mid-management classifications and positons in several
other local cities, as well as a detailed analysis of current and potential job functions of
the current Parks and Supervisor classification and position , staff proposes that the City
create a new classification title of Parks and Recreation Manager. Currently the Parks
and Recreation Supervisor position focuses primarily on programming, with some
administrative responsibilities. Staff anticipates re-classifying and re-allocating that
position to become a true "second in command" position that would focus primarily on
administrative duties and overall management of the Department and will require a
Bachelor's degree and three years of management experience. Staff has not yet
identified a specific timeframe for re-classifying and re-allocating the Supervisor position.

CITY STRATEGIC GOALS:
Adoption of Resolution No. 16-5173 will promote or further the City's Strategic Goal of
Good Governance.
FISCAL IMPACT:
There is no fiscal impact from the recommended creation of the Building and Code
Inspector I, II, or Ill class titles. The fiscal impact following the anticipated reclassification
of the current positions would be as follows:
• There are no recommended changes to the salary ra nges for Building and Code
Inspector Ill and Building and Code Inspector I.
• There is a slight increase recommended for the Building and Code Inspector II of
4.9% as a result of the additional certification requirement. A salary survey was
completed by staff. As of this date, there will not be a fiscal impact as it is
anticipated the incumbent Senior Community Preservation Officer will not be
reclassified until an additional certification is obtained.
The fiscal impact following the anticipated reclassification of the Community Preservation
Officer position to Management Analyst would be approximately $20,112 (including
benefits) annually. This adjustment has been included in the proposed FY 2016-17 City
Budget.
There is no fiscal impact from the recommended creation of the Parks and Recreation
Manager classification title. The fisca l impact following the anticipated reclassification
and re-allocation of the Parks and Recreation Supervisor position to Parks and
Recreation Manager would be approxim ately $39,730 (including benefits), based on a
salary survey, again conducted by staff, and has been included in the proposed FY 2016-
17 City Budget to allow for administrative flexibility.

A RESOLUTION OF THE CITY COU NCI L OF THE CITY OF TEMPLE
CITY, CALIFORNIA, AMENDING AN EMPLOYEE CLASSIFICATION
PLAN AND RELATED SALARY RANGES
WHEREAS, the City Council of the City of Temple City adopted revised Personnel Rules for full
time and part-time employees on December 18, 2012.
WHEREAS, Article 5, Section 2, of the revised Personnel Rules hereby states that the
Classification Plan shall be adopted by and may be amended from time to time by Resolution ol the City
Council.
WHEREAS, Article 5, Section 1, of the revised Personnel Rules hereby states that, "The position
classification plan shall be so developed and maintained and that all positions substantially similar with
respect to duties, authority, responsibility and working cond itions are included within the same class, and
that the same schedules of compensation may be made to apply with equity under the working conditions to
all positions in the same class."
WHEREAS, The City Manager has ascertained and recorded the duties and responsibilities of all
positions in the Classified Service, after consulting with Department Heads, and has recommended an
amended position classification plan for such positions for Building and Code Inspector Ill (Exhibit "1 "),
Building and Code Inspector II (Exhibit "2"), Building and Inspector I (Exhibit "3") and Parks and Recreation
Manager (Exhibit "4").
NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follows:
SECTION 1. The City Council hereby approves the amendment to the Employee Classification
Plan dated March 2013.
SECTION 2. The City Council hereby approves salary ranges for the recommended amended
classifications in Exhibit "5".
SECTION 3. The City Clerk shall certify to the adoption of this resolution.

Ability to: Provide administrative and professional leadership and direction for
recreation programs and services; recommend and implement goals, objectives,
and practices for providing effective and efficient recreation services; administer and
interpret division policies and practices; plan , organize , and evaluate the work of
regular and part-time division staff; identify and respond to community and
recreation issues, concerns, and needs; administer contracts and ensure
compliance with contract provisions; conduct analyses and prepare clear, concise
and complete documents, reports, and correspondence; comprehend complex
issues related to park development and maintenance and make decisions regarding
operational functions; operate modern office equipment including computer
hardware and related word processing, spreadsheet, graphics, and specialized
software applications and multi-media equipment; interface effectively with and
maintain cooperative working relationships with City staff, City Councilmembers and
Commissioners, community groups, other agencies, and the public.
Education and Experience: Any combination of education and experience that would
likely provide the required knowledge and abilities is qualifying. A typical way to obtain the
knowledge and abilities would be:
A Bachelor's degree with major course work in recreation or a related field and five
years of increasingly responsible professional experience in public recreation,
including three years of management and supervisory experience.

OTHER QUALIFICATIONS:
Possession of a valid Class C motor vehicle operator's license from the State of
California and an acceptable driving record .
Ability to work nights and weekends to attend meetings, special events, and various
other activities.
Ability to sit, stand , stoop or bend for up to two hours at a time.
Ability to lift up to 40 pounds.
Ability to travel to different sites and locations.
Ability to see and hear.
