COUNCIL CHAMBERS – 5938 KAUFFM AN AVENUE PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. CONSENT C ALEND AR All Consent Calendar item s may be approved in a single motion as recommended unless rem oved for f urther discussion. If members of the City Council or persons in City Council Agenda June 21, 2016 Page 2 of 9 the audience wish to discuss any matters listed on the Consent Calendar, please address them at this tim e. Recomm endation: Approve Item s A through H per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of May 31, 2016; 2) Minutes of the Special City Council Meeting of June 7, 2016; 3) Minutes of the Special City Council Meeting of June 7, 2016; and 4) Minutes of the Regular City Council Meeting of June 7, 2016. Recommendation: Approve. B. RE-ADOPTION OF RESOLUTION NO. 16-5173, RECLASSIFYING VARIOUS POSITIONS AND APPROVAL OF THE RESPECTIVE SALARY RANGES Amendment of the Classification Plan for the following positions: Building and Code Inspector I, II, III; and Parks and Recreation Manager. Recommendation: Re-adopt Resolution No. 16-5173 amending the Employee Classification Plan and approving the respective salary ranges. C. CONSIDERATION OF A RATE ADJUSTMENT REQUEST FOR WASTE SERVICES FROM ATHENS SERVICES, INC. Per the provisions of the City agreement with Athens, the City Council is requested to approve the rate adjustment request by Athens. The new rates would be effective July 1, 2016. The new single-family rate would increase from $32.10 to $33.51 per month and the rate for a three cubic yard bin would increase from $192.43 to $199.99 per month. Recommendation: Approve the rate adjustment request for waste collection rates made by Athens Services to become effective July 1, 2016. D. ADOPTION OF RESOLUTION NO. 16-5179 ADOPTING THE FISCAL YEAR 2016-17 STATEMENT OF INVESTMENT POLICY The City’s Statement of Investment Policy establishes a guideline for the City Council Agenda June 21, 2016 Page 3 of 9 prudent investment of the City’s idle funds and outlines a policy for maximizing the efficiency of the cash management system. Recommendation: Adopt Resolution No. 16-5179, adopting the Statement of Investment Policy for the City of Temple City for Fiscal Year 2016-17. E. REAFFIRMATION OF COMMITTED AND ASSIGNED FUND BALANCE CLASSIFICATIONS FOR THE GENERAL FUND FOR FINANCIAL STATEMENT REPORTING PURPOSES AT JUNE 30, 2016, IN ACCORDANCE WITH THE ADOPTED GASB 54 FUND BALANCE POLICY In order to be in compliance with the City’s GASB 54 Fund Balance Policy, City Council must reaffirm the Committed Fund Balances and Assigned Fund Balances as designed for financial statement purposes before the end of June 30, 2016. Recommendation: Reaffirm the Committed Fund Balance of $3,500,000 and the Assigned Fund Balance of $12,302,864 for the General Fund. F. FISCAL YEAR 2015-16 CITY BUDGET – FOURTH QUARTER BUDGET AMENDMENTS The recommended appropriation adjustments are necessary to ensure that actual spending levels in individual line items do not exceed budgeted appropriations at the close of the fourth quarter of Fiscal Year 2015-16. Recommendation: Authorize staff to revise various budgeted appropriations for the Fiscal Year 2015-16 City Budget to ensure revenue estimates are accurate and actual spending levels are within budgeted appropriations during the current fiscal year. G. PETTY CASH AND VISA CARD REPORT The City Council is requested to review, receive and file the Petty Cash and Visa Card Report. Recommendation: Receive and file report. H. ADOPTION OF RESOLUTION NO. 16-5181 APPROVING PAYMENT OF BILLS City Council Agenda June 21, 2016 Page 4 of 9 The City Council is requested to adopt Resolution No. 16-5181 authorizing the payment of bills. Recommendation: Adopt Resolution No. 16-5181. 8. PUBLIC HEARING A. ADOPTION OF RESOLUTION NO. 16-5171 APPROVING THE MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2016-17 AND ESTABLISHING NEW FEES FOR PARKS AND RECREATION PROGRAMS Temple City’s fees and fines are currently contained in multiple resolutions adopted over the past 13 years. The proposed Master Fee and Fine Schedule combines all fees and fines into a single schedule. Presenter: Parks and Recreation Director Recommendation: 1) Conduct a Public Hearing; and 2) Adopt Resolution No. 16-5171 approving the Master Fee and Fine Schedule for Fiscal Year 2016-17 and establishing new fees for several parks and recreation programs. B. ADOPTION OF RESOLUTION NO. 16-5178, ORDERING THE LEVY OF CITYWIDE LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR 2016-17 City Council approval of the Fiscal Year 2016-17 levy of the District assessments will allow the City to continue with its annual Lighting and Maintenance District program. Presenter: Administrative Services Director Recommendation: 1) Receive presentation from staff; 2) Open the Public Hearing; 3) Receive public input; City Council Agenda June 21, 2016 Page 5 of 9 4) Close the public hearing; and 5) Adopt Resolution No. 16-5178 ordering the levy and collection of assessments for Fiscal Year 2016-17. C. ADOPTION OF RESOLUTION NO. 16-5177 CONFIRMING THE FACTORS USED FOR CALCULATING THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2016-17 Article XIII-B provides limits to the amount of tax proceeds stated and local governments can spend each year. Staff has complied with all the provisions of Article XIII-B in determining the Limit for Fiscal Year 2016-17. In order to be in compliance with California State Law, City Council adoption of the resolution is necessary. Presenter: Administrative Services Director Recommendation: 1) Receive presentation from staff; 2) Open the Public Hearing; 3) Receive public input; 4) Close the public hearing; and 5) Adopt Resolution No. 16-5177 confirming the factors used for calculating the annual Appropriations Limit for Fiscal Year 2016-17. D. ADOPTION OF THE PROPOSED FISCAL YEAR 2016-17 CITY BUDGET AND FIND THAT THE CITY IS IN COMPLIANCE WITH GOVERNMENT CODE SECTION 66000 Pursuant to Section 901 of the City Charter, the City Council is required to conduct a public hearing prior to the adoption of the Proposed Fiscal Year 2016-17 City Budget which includes the proposed revenues and corresponding expenditures. Presenter: Administrative Services Director Recommendation: 1) Receive presentation from staff; City Council Agenda June 21, 2016 Page 6 of 9 2) Open the Public Hearing; 3) Receive public input; 4) Close the public hearing; 5) Based on public comments and City Council discussion, direct staff to make changes, if necessary, to the Proposed Fiscal Year 2016-17 City Budget document; and 6) Adopt Resolution No. 16-5180, adopting the Proposed Fiscal Year 2016- 17 City Budget and making the finding that the City is in compliance with Government Code Section 66000. E. APPEAL OF PARKS AND RECREATION COMMISSION’S DECISION TO REMOVE TWO (2) SIBERIAN ELM TREES LOCATED IN THE PUBLIC RIGHT OF WAY AT 6034 MUSCATEL AVENUE The City’s draft General Plan includes a policy requiring that the City provide adequate and well maintained sidewalks along all City roadways to allow residents of all ages and abilities to walk in a safe and accessible manner. The Siberian Elm trees would interfere with the proposed sidewalk improvements. Presenter: Parks and Recreation Director Recommendation: 1) Open the Public Hearing; 2) Consider the tree removal appeal filed by Mark Enkelaar regarding two (2) trees located in the public right of way at 6034 Muscatel Avenue; and 3) Uphold the Parks and Recreation Commission’s decision to remove the trees. 9.
