Consistent with provisions of the Utah Open and Public Meetings Act, Utah Code Ann. § 54-2-207(4), the Moab City Council Chair has issued written determinations supporting the decision to convene electronic meetings of the Council without a physical anchor location. Due to the health and safety risks related to the ongoing COVID-19 pandemic and considering public health orders limiting in-person gatherings, the Moab City Council will continue to hold meetings by electronic means. Special Meeting—Call to Order and Attendance: Mayor Niehaus called the Special City Council Meeting to order at 12:02 p.m. Participating remotely were Councilmembers Karen Guzman-Newton, Kalen Jones, Mike Duncan, and Rani Derasary. Councilmember Tawny Knuteson-Boyd was absent. City staff participating remotely were City Manager Joel Linares, Assistant City Manager Carly Castle, City Attorney Laurie Simonson, Communications and Engagement Manager Lisa Church, City Recorder Sommar Johnson, City Engineer Chuck Williams, and Deputy Recorder Kerri Kirk. Council Review and Discussion of Arches Hotspot Coordinating Committee’s Draft Off-Main Street Parking Concept • Off-Main Street Parking Concept Presentation—City Engineer Chuck Williams Councilmember Duncan provided background regarding the off-Main Street parking project and the Hotspot funding criteria. City Engineer Williams shared a presentation with the expanded scope of the off-Main Street parking project. He said the safety elements include bollards and Dark Sky compliant pedestrian streetlights. Mayor Niehaus requested that Emma Boulevard be included in the off-Main Street parking project. City Engineer Williams advised potted trees in the median parking areas and trees planted on the curbside areas. • Presentation of Survey Results—Communications and Engagement Manager Lisa Church Communications and Engagement Manager Church presented the off-Main Street parking survey results. She reviewed potential open house dates (one virtual, one public). She said there will be at least one more community survey once additional projects and/or the full range of potential projects is identified. She said there will also be community updates to engage the public. Councilmember Jones shared a presentation regarding side street improvements. He reviewed complete streets design and possibly lowering the speed limit on the side streets for safety. There was discussion regarding the community’s and UDOT’s priorities for off-Main Street parking, and if UDOT would use Hotspot funds for complete streets design. City Engineer Williams said the presented design is not a construction level design. He said UDOT will consider 6% of the total project costs to be dedicated to aesthetics. Councilmember Derasary said the community needs clarity on the necessity of more parking, street widths, and street safety. She said the Arches Hotspot Committee should Page 2 of 2 September 17, 2020 inform Council about what kind of support is needed for complete streets design. She requested information on the cost per stall. She inquired about the proposed concrete due to greenhouse gas emissions concerns. She expressed concern regarding the lack of green infrastructure in the design. She requested more information on the timeline moving forward, map improvements to show the changes more clearly from the current parking to the proposed parking, a commitment to lowering the speed limit due to safety, and better signage for the City parking lot. She requested consideration for bollard placement to allow larger vehicles to park in certain median spaces. She requested information for the public regarding how this project meets the requirements for Hotspot funding. She requested clarity about where bikers are supposed to ride. Mayor Niehaus reiterated the importance of including Emma Boulevard in this project. She agreed regarding improving the City parking lot. She said the City parking lot could potentially become a parking location for RV’s and trucks with trailers. She requested information regarding limiting the bollard placement to allow larger vehicles to park in the median parking areas. There was discussion regarding a joint City-Grand County meeting to vote on the proposed projects for Hotspot funding, and the City creating policy to include complete streets design. Councilmember Duncan proposed removing the bollards from the design in certain areas, including planters and landscaping, and requested clarity regarding the stamped concrete proposal. Adjournment: Councilmember Duncan moved to adjourn the meeting. Councilmember Jones seconded the motion. The motion passed unanimously.
