SUBJECT: RE-ADOPTION OF RESOLUTION NO. 16-5173, RECLASSIFYING
VARIOUS POSITIONS AND APPROVAL OF THE RESPECTIVE
SALARY RANGES
RECOMMENDATION:
It is recommended the City Council re-adopt Resolution No. 16-5173 (Attachment "A")
amending the Employee Classification Plan and approving the respective salary ranges.
BACKGROUND:
On June 7, 2016, the City Council adopted the Resolution No. 16-5173. The staff report
and related attachments are included with this report for reference (Attachment "B").
ANALYSIS:
Resolution No. 16-5173, as presented for the June 6, 2016 regularly scheduled City
Council meeting , did not include Exhibit "5" as referenced in the Resolution. As a result,
staff is recommending the City Council re-adopt Resolution No. 16-5173.
CITY STRATEGIC GOALS:
Re-adoption of Resolution No. 16-5173 will promote or further the City's Strategic Goal
of Good Governance.
FISCAL IMPACT:
There is no fiscal impact with this action.

RESOLUTION NO. 16-5173
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, AMENDING AN EMPLOYEE CLASSIFICATION
PLAN AND RELATED SALARY RANGES
WHEREAS, the City Council of the City of Temple City adopted revised Personnel Rules for full
time and part-time employees on December 18, 2012.
WHEREAS, Article 5, Section 2, of the revised Personnel Rules hereby states that the
Classification Plan shall be adopted by and may be amended from time to time by Resolution of the City
Council.
WHEREAS, Article 5, Section 1, of the revised Personnel Rules hereby states that, "ThE: position
classification plan shall be so developed and maintained and that all positions substantially similar with
respect to duties, authority, responsibility and working conditions are included within the same class, and
that the same schedules of compensation may be made to apply with equity under the working conjitions to
all pos itions in the same class."
WHEREAS, The City Manager has ascertained and recorded the duties and responsibilities of all
positions in the Classified Service, after consulting with Department Heads, and has recommended an
amended position classification plan for such positions for Building and Code Inspector Ill (Exhibit "1 "),
Building and Code Inspector II (Exhibit "2"}, Bu ilding and Inspector I (Exhibit "3") and Parks and Recreation
Manager (Exhibit "4").
NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follows:
SECTION 1. The City Council hereby approves the amendment to the Employee Classification
Plan dated March 2013.
SECTION 2. The City Council hereby approves salary ranges for the recommended amended
classifications in Exhibit "5".
SECTION 3. The City Clerk shall certify to the adoption of this resolution.

Under administrative direction, plans, organizes, and supervises the activities,
programs, and staff of the City's Recreation/Human Services Division; evaluates the

DESIRABLE QUALIFICATIONS:
Knowledge of: Operational characteristics, services, and activities of a
comprehensive recreation program; principles and practices of recreation and
leisure services program administration ; organizationa l and management practices
as applied to the analysis and evaluation of programs, facilities, policies, and
operational needs; advanced principles and practices of budget preparation and
administration; principles of supervision, training, and performance evaluations;
research and report writing methods; contract ad ministration practices; customer
service practices; pertinent federal, state, and local laws, codes, and regu lations.
Ability to: Provide administrative and professional leadership and direction for
recreation programs and services; recommend and implement goals, obj-ectives,
and practices for providing effective and efficient recreation services; administer and
interpret division policies and practices; plan, organize, and evaluate the work of
regular and part-time division staff; identify and respond to community and
recreation iss ues, concerns, and needs; administer contracts and ensure
compliance with contract provisions; conduct analyses and prepare clear, concise
and complete documents, reports, and correspondence; comprehend complex
issues related to park development and maintenance and make decisions regarding
operational functions; operate modern office equipment including computer
hardware and related word processing, spreadsheet, graphics, and specialized
software applications and multi-media equipment; interface effectively with and
maintain cooperative working relationships with City staff, City Councilmembers and
Commissioners, community groups, other agencies, and the public.
Education and Experience: Any combination of education and experience that would
likely provide the required knowledge and abilities is qualifying. A typical way to obtain the
knowledge and abilities would be:
A Bachelor's degree with major course work in recreation or a related field and five
years of increasingly responsible professional experience in public recreation,
including three years of management and supervisory experience.
OTHER QUALIFICATIONS:
Possession of a valid Class C motor vehicle operator's license from the State of
California and an acceptable driving record .
Ability to work nights and weekends to attend meetings, special events, and various
other activities.
Ability to sit, stand, stoop or bend for up to two hours at a time.
Ability to lift up to 40 pounds.
Ability to travel to different sites and locations.
Ability to see and hear.

SUBJECT: RECLASSIFICATION OF VARIOUS POSITIONS AND APPROVAL OF
THE RESPECTIVE SALARY RANGES
RECOMMENDATION:
It is recommended the City Council adopt Resolution No. 16-5173 amending the
Employee Classification Plan and approving the respective salary ranges.
BACKGROUND:
1. On December 18, 2012, the City Council adopted revised Personnel Rules for full
time and part-time employees.
2. On June 4, 2013, the City Council adopted Resolution No. 13-4821 , adopting an
Employee Classification Plan.
ANALYSIS:
Article 5 Section 2 of the Personnel Rules allow for the adopted Classification Plan to be
amended from time to time by resolution of the City Council. At the time of consideration
by the City Council, any interested party may appear and be heard.
The following new classifications in the respective departments are being proposed:

Currently the City's classifications include Building Inspector, Senior Community
Preservation Officer and Community Preservation Officer. Staff is proposing to ultimately
reclassification the current positions respectively. Since there currently is an incumbent
in the Senior Community Preservation Officer's position, that classification will remain
until the incumbent obtains the necessary certification to meet the minimum qualifications
of the Building Inspector II position or separates from the City. Currently there isn 't a
specific timeframe for this transition. There are no incumbents in the Building Inspector
or Community Preservation Officer positions, thus creating a transition for new
recruitments for the Building and Code Inspector Ill and Building and Code Inspector I.
This action will reduce the compartmentalization between the community preservation
and building inspection functions, al low crossover between the functions , and increase
collaboration among staff. The Inspector Ill position would focus primarily on building
inspections but will assist with more complex community preservation cases. The
Inspector II and I positions would focus primarily on community preservation but could
also assist with simple building inspections and enforcement of the Building Code. The
Inspector II and I positions would be required to obtain certification in simple building
inspection, replacing the current requirement for formal law enforcement training. In
addition to facilitating crossover between the building and community preservation
functions, staff hopes that shifting the focus of the position titles and certification
requirements from law enforcement to inspection will help to further the customer service
and compliance goals of the community preservation program.
Parks and Recreation
• Parks and Recreation Manager
Temple City's Parks and Recreation Department has been fortunate to have several
excellent long-time employees serving the community. With the likelihood that three key
staff members, with a combined 60+ years of experience with the City of Temple City, will
be retiring within the next two to four years, it is imperative that the City develop a more
formal plan to support service continuity. Succession planning has been introduced and
discussed at various levels during this time.
After a thorough review of key mid-management positons in several other local cities, as
well as a detailed analysis of current and potential job functions of the supervisor position,
it is recommended the City reclassify the Parks and Recreation Supervisor to Pa:ks and
Recreation Manager, thereby creating a true "second in command" position. Currently
the Parks and Recreati on Supervisor focuses primarily on programming, with some
administrative responsibilities. If the position is reclassified, the focus would be primarily
on administrative duties and overall management of the Department.

CITY STRATEGIC GOALS:
Adoption of Resolution No. 16-5173 will promote or further the City's Strategic Goal of
Good Governance.
FISCAL IMPACT:
There are no recommended changes to the salary ranges for Build ing and Code Inspector
Ill (Building Inspector) and Building and Code Inspector I (Community Preservation
Officer). However there is a slight increase recommended for the Building and Code
Inspector II (Senior Community Preservation Officer) of 4.9% as a result of an additional
certification requirement. A salary survey was completed by staff. As of this date, there
will not be a fiscal impact as it is anticipated.
The fiscal impact for the reclassification of Parks and Recreation Supervisor to Parks and
Recreation Manager is approximately $39,730 (including benefits), based on a salary
survey, again conducted by staff, has been included in the proposed FY 2016-17 City
Budget.
