HomeMy Public PortalAbout15-9110 ISSUANCE OF A UNIFIED LETTER TO THE GOVERNOR CONCERNING THE FINANCIAL CONDITION Sponsored by: Mayor & City Commission of Opa-locka, Florida RESOLUTION NO. 15-9110 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, SUPPORTING THE ISSUANCE OF A UNIFIED LETTER TO THE GOVERNOR OF THE STATE OF FLORIDA, CONCERNING THE CITY'S FINANCIAL CONDITION AS REQUIRED BY FLORIDA STATUTE 218.503 (EXHIBIT "A"); PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, The Mayor and City Commission of the City of Opa-locka have acknowledged that the City of Opa-locka is experiencing financial challenges; and WHEREAS, The Mayor and City Commission of the City of Opa-locka have a duty to notify the Governor of the State of Florida when certain events occur, as set forth in Florida Statute 218.503; and WHEREAS, The Mayor and City Commission of the City of Opa-locka acknowledge certain events have occurred which require notification under Florida Statute 218.503 and desire to issue a unified letter to the Governor concerning the City's financial condition. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference; Section 2. The Mayor and City Commission of the City of Opa-locka, Florida, hereby issue this unified letter to the Governor of the State of Florida, as set forth in EXHIBIT "A," regarding the City's financial conditions, as required under Florida Statue 218.503. Section 3. This Resolution shall take effect immediately upon adoption. Monroe Street Tallahassee, Florida 32399 Re: City of Opa-locka, Florida, Notification per FL Statute 218.503 Dear Governor Scott: First and foremost, we, the Mayor and City Commission of the Great City of Opa-locka, Florida, would like to thank you and your staff for taking the time to speak with us on November 4, 2015. As you are aware, on October 22, 2015, our City Manager, Roy Stephen Shiver, Jr., informed your office of several financial conditions that have occurred which are a source of concern for our entire elected leadership and which were also disclosed to your office in accordance with the requirements of Florida Statute 218.503, Determination of Financial Emergency. As a result of the telephone conference with Ms. Miguel of your office, we will be forwarding additional information that will assist with a more detailed assessment of the City's financial condition. As the elected governing body, we recognize the significance of the challenge that lies ahead. That said, we, the Mayor and City Commission, respectfully ask that any and all consideration be given to us, and in our stead, the City Manager, Roy Stephen Shiver, Jr., and our City Attorney, Vincent T. Brown, as we navigate through this process to bring about viable solutions to address our beloved City's current condition. Rest assured that I and the entire Commission will be supportive and adhere to the direction of your office. We are certain that with your assistance, our professional staff will be able to adequately address and rectify the financial challenges facing our City.
