PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:

the City Council values your comments, pursuant to the Brown Act, the Council cannot

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of July 29, 2015;
2) Minutes of the Special City Council Meeting of August 4, 2015; and
3) Minutes of the Regular City Council Meeting of August 4, 2015.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS – MEETING OF JULY 28, 2015
The City Council is requested to review the Planning Commission actions of
their meeting of July 28, 2015.
Recommendation: Receive and file.
C. AGREEMENT WITH HDL SOFTWARE, LLC FOR BUSINESS LICENSE
SOFTWARE AND SERVICES
Approval of the agreement will allow the City to upgrade the business license
software system to the newest version and allow online renewals of business
licenses.
Recommendation: Approve the Amended and Restated
Agreement for Business License Software and
Services with Hdl Software, LLC. and authorize
the City Manager to execute the agreement.
D. PETTY CASH REPORT VISA CARD REPORT
The City Council is requested to review, receive and file the Petty Cash and
Visa Card Report.
Recommendation: Receive and file reports.

E. ACCEPTANCE OF THE TEMPLE CITY BOULEVARD CURB CUTS
IMPROVEMENTS PROJECT
Community Development Block Program funds were used to complete curb
cut improvements along Temple City Boulevard. The project was completed
in July 2014.
Recommendation:
a) Accept the Temple City Boulevard Curb Cut Improvements Project (CIP
No. P14-15) as completed;
b) Accept reimbursement for the project from the Los Angeles County
Community Development Commission; and
c) Authorize staff to finalize the Community Development Block Grant cost
accounting accordingly.
F. ADOPTION OF RESOLUTION NO. 15-5115 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2014-15
T he City Council is requested to adopt Resolution No. 15-5115 authorizing
the paym ent of bills.
Recommendation: Adopt Resolution No. 15-5115.
G. ADOPTION OF RESOLUTION NO. 15-5116 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2015-16
T he City Council is requested to adopt Resolution No. 15-5116 authorizing
the paym ent of bills.
Recommendation: Adopt Resolution No. 15-5116.
8. PUBLIC HEARING
A. ADOPTION OF RESOLUTION NO. 15 -5109 CERTIFYING CONFORMANCE
WITH THE CONGESTION MANAGEMENT PROGRAM FOR JUNE 1, 2014
TO MAY 31, 2015
The City is in full compliance with the Congestion Management Program
(CMP) in that all of the development review requirements have been codified
into the Zoning Code and all monitoring has been completed. Adopting

Resolution No. 15-5109 adopts the 2015 Local Development Report (LDR)
and certifies the City’s conformance with the CMP.

Congestion Management Program.
B. ADOPTION OF RESOLUTION NO. 15 -5113 AMENDING FEES FOR
PLANNING, BUILDING, AND PUBLIC WORKS SERVICES
The City Fees Ad Hoc Committee has recommended that the City Council
approve fees that will achieve 75 percent cost recovery for planning services
and full cost recovery for building and public works services.

Recommendation: Adopt Resolution No. 15-5113 amending
existing fees and establishing new fees for
planning, building, and public works services.
9. UNFINISHED BUSINESS
A. RECOMMENDED REVISIONS TO THE DRAFT GENERAL PLAN LAND USE
DIAGRAM
The General Plan Advisory Committee reviewed its recommendations for
Areas 1 and 10 in light of all stakeholder input received including the City
Council’s comment. City Council is requested to consider a recommendation
from the General Plan Advisory Committee to revise the Draft General Plan
Land Use Diagram.

revised Draft Land Use Diagram.
10. NEW BUSINESS
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 15-1005
ADDING CHAPTER 8 TO TITLE 7 OF THE TEMPLE CITY MUNICIPAL
CODE RELATING TO SMALL RESIDENTIAL ROOFTOP SOLAR ENERGY
SYSTEMS

Adoption of the proposed ordinance is necessary to comply with Assembly
Bill 2188, the Expedited Solar Permitting Act. The ordinance will establish a
new expedited permit process for small solar energy systems on single family
dwellings and duplexes.

Recommendation:
1) Introduce Ordinance No. 15-1005 for first reading by title only;
2) Waive further reading of Ordinance No. 15 -1005; and
3) Schedule the second reading of Ordinance No. 15 -1005 for September
1, 2015.
