Mayor Chavez called the Regular City Counci l meeting to order at 7 :35 p .m . 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilmember -Fish , Man , Sternquist, Yu , Chavez Council member-None C ity Manager Cook , City Attorney Vail , C ity Clerk Kuo , and Parks and Recreation Director Burroughs Pastor Sam Hodson , First Baptist Church , provided the invocation . 4. PLEDGE OF ALLEGIANCE Boy Scout Troop #161 provided a flag ceremony and led those present in the Pledge of Allegiance . 5. CEREMONIAL/PRESENTATIONS Mayor Chavez and City Council received the presentations out of agenda order . B . PET OF THE MONTH Diane Rios , San Gabriel Humane Society Volunteer, introduced the featured pet for the month "Lady", a 13 years old fema le Golden Retriever . Those interested in adopti ng her can call the San Gabriel Valley Humane Society at (626) 286-1159 . A. 9 & 10 YEAR OLD TEMPLE CITY NATIONAL ALL-STAR TEAM Mayor Chavez and C ity Council presented the All-Star Team players and coaches with certificates of recognition . C . Ji ng Li , Temp le City Library Manager, announced upcoming library events in August. Geo rge Kruse , Temp le C ity resident , spoke on the lack of sig na ge for street sweep ing and parking restrictions within the city . 7 . CONSENT CALENDAR Ma yor Chavez pulled item 7 D for public comment. Councilmember Sternquist made a motion to approve the remaining items on th e consent ca lendar. FIRST A MENDMEN T TO LE GAL SERVICES AGREEMENT WITH BURKE , WILLIAMS & SORENSEN , LLP The approval the First Amend ment to Legal Serv ic es Agreement will memoria lize the changes to the rate structure approved by t he C ity . Acti o n: Approve d a First Amendment to Legal Services Agreement by and between the City and Burke , Wil liams & Sorensen , LLP . E. APPROVAL OF FIRST AME NDMENT TO AGREEMENT WITH SOUTHLAND TRANSIT , INC . FOR DIAL-A-RIDE TRANSPORTATION SE RV IC ES The City Council is re quested to approve the First Amendment to the agreement with Southland Transit , Inc . to allow the C ity to extend weekend hours of operation for the Dial -A-Ride progra m through June 30 , 2017 . Action : Approved the First Amendment to the Agreement to Provide Services with Southland Tran sit , Inc . for Dial -A-R ide transportation services . F . ADOPTION OF RESOLUTION NO . 15-5110 APPROVING PAYME NT OF BILLS FOR FISCAL YEAR 2014-15 The Ci ty Coun ci l is reques ted to adopt Res olution No . 15-5110 authorizi ng the payment of bil ls . Action : Adopted Resolution No . 15-5110. G. ADOPTIO N OF RESOLUTION NO . 15-5111 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2015-16 The City Council is requested to adopt Reso luti on No. 15 -5 111 authorizing the payment of bills . Action : Adopted Resolution No . 15-5111 . D . A PPROVAL OF ANNUAL CO NSULTAN T SERVICES AGR EEMENT W ITH TEMPLE CI TY CHAMBER OF COMMERCE The approval of the Co nsultant Services Agreement with Temp le C ity Chamber of Commerce will formalize the fund i ng arrangement and expectatio ns for the services provided to the local business commun ity for City Council Minutes August 4 , 2015 Page 4 of 8 Fiscal Yea r 2015-16 . Mayor Chavez opened public comment. Ed Che n , Temple City Chambe r Board Chair, i ntroduced the Chamber Board members , and thanked City Council for th ei r le adership . Councilmember Fish made a moti on to authorize th e City Manager to fina l ize and execute Consultant Services Aagreement w ith the Temple C ity Chamber of Commerce . REVIEW OF LIVE OAK PARK AND TEMPLE CITY PARK FACILITY MASTER PLANS Representatives will present th e Master Plans for Live Oak Park and Temple C ity Park as recommended by the Parks and Recreation Comm iss ion . The purpose of the Master Plans is to pro v ide a guiding document for improveme nts and renovations to the City's existing parks for the next 20 years . Parks and Re creation Director Burroughs provided a summary of the staff report. Tim Ma lo ney , Community Works Design Group , gave a brief overview of t he Parks Facil ity Master Plan . Ci ty Counc il di scussed and provided comments regarding the Live Oak Park and Temple City Park Facility Ma ster Plans . Mayor Cha vez opened publ ic comment. Steve Stafford , Temple City resident , spoke in fav or of more ligh t ing for Live Oak Park and commented that Temp le Ci ty Park may be affected if the City Council M i nutes August 4 , 2015 Page 5 of 8 County s hould remode l the library . Jerry Jambazian , Temp le City business owner, commented on more parking for Live Oak Pa rk . Hearing no further reques t to speak , Mayor Chavez closed public comme nt. 11 . COMMUNICATIONS -None 12. UPDATE FROM CITY MANAGER City Manager Cook shared that the City continues with its water co nserva tio n efforts and tha t staff is active ly looking into the health of the distressed C ity trees along Rosemead Bo u levard . 13. UPDATE FROM CITY ATTORNEY City Attorney Vail shared that this year in June is the SOOth anniversary foundation of the Magna Carta . A copy of t hi s docume nt wi ll be on disp lay at the Huntington Library from June to October . 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A . FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITIEE (Mayor ProTem Yu and Councilmember Man)-Formed 2/18/2014 Councilmember Man reported on the standing comm ittee 's meeting on July 31 and shared that the standing committee has received a market feas i bi l ity study for 5800 Temple City Boulevard . Standing Committee directed staff to provide more tangible examples of recent development of similar size with i n the month . H. AUDIT STANDING COMMITTEE (Mayor Chavez and Mayor ProTem Yu)-Formed 7/15 /2014 No report . I. WATER CONSERVATION AD HOC (Mayor Chavez , Councilmember Fish) -Formed 6/2/2015 Councilmember Fish reported on the ad hoc's meeting on July 28 and shared that the ad hoc is preparing a water co nservati on publicity campaign (i.e ., literature , social media , etc.) and will also be work ing with water purveyors to provide residents water conservation information at end of month . Mayor Chavez reminded the public regarding the Water Conservation Fa i r at the Temple City High School Student Parking Lot , Saturday , August 8 , 10 a .m . to 2 p .m . Mayor Chavez also announced that Assemblyman Ed Chau will be hosting a Water Conservation Forum at the City's Council Chambers on August 29. Councilmember Fish shared that the City received an award from Upper San Gabriel Valley Municipal Water District's Water Smart C ity Challenge and wil l be recognized as San Gabriel Valley Water Smart City . VETERANS DAY CELEBRATION AD HOC COMMITTEE (Councilmember Sternqu is t and Councilmember Fish )-Formed 4/21/2015 Councilmember Sternquist reported on the ad hoc 's meeti ng in July and shared that the ad hoc will be bringing a recommendation for the Veteran Day 's Celebration (i .e., Wednesday , November 11 , 11 :00 a .m.) for Council 's consideration shortly . L. CITY FEES AD HOC (Mayor ProTem Yu and Councilmember Man)-Formed 7/7/2015 Councilmember Man reported on their meeting on July 31 and shared that staff will be bringing an item to Council regarding City fees at the upcoming City Council meeting . 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER FISH Councilmember Fish commented on the successful Concert in the Park event last week . B. COUNCILMEMBER MAN Councilmember Man invited the public to the City's National Night Out tomorrow night , Wednesday , August 5 , 6 p.m . He also shared that the Congresswoman Judy Chu will be recognizing the City 's Neighborhood Watch at the National Night. C. COUNCILMEMBER STERNQUIST Councilmember Sternquist shared that she attended her first executive meeting with the San Gabriel Valley Council of Government as 2"d Vice -Pres ident. She will focus her priority working on finding funding to help cities comply with the MS4 requirements . City Council Minutes August 4, 2015 Page 8 of 8 D. MAYOR PROTEM YU Mayor Pro Tern Yu requested Mayor to consider adding an item to an upcoming City Council meeting agenda pertaining to amending City Council term limits . Mayor Chavez directed staff to prov ide additional information for City Council discussion . E. MAYOR CHAVEZ Mayor Chavez commented on the staff's softball game on July 27. He provided an update on the Youth Committee interviews . Mayor Chavez also shared news on the students in Australia (i.e., City 's S i ster Cities Exchange Program). 16. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian , Temple City resident , thanked City Manager Cook for speaking at the Kiwanis Club meeting . George Kruse , Temple City resident , commented on extending City Council terms and thanked City Council for their service to the City. 17.
