SUBJECT: ADOPTION OF RESOLUTION NO. 15-5109 CERTIFYING
CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM
FOR JUNE 1, 2014 TO MAY 31, 2015
RECOMMENDATION:
The City Council is reques ted to hold a public hearing and adopt Resolution No . 15-5109
certifying conformance with the Los Angeles County Congestion Management Program .
BACKGROUND:
1. In 1990, Proposition 111 was passed in California requiring all cities and counties
to adopt measures to reduce traffic congestion in their region .
2 . In 1992, the Los Angeles County Metropol ita n Transportation Authority (LAC MTA)
implemented a Congestion Management Program (CMP). In accordance with this
program , every city must make an annual determination of conformance .
3. On October 28, 2010 , the LACMTA adopted their latest CMP .
4 . On August 6 , 2015 , a public hearing notice was published in the Temple City
Tribune .
ANALYSIS:
The passage of Proposition 111 in 1990 provided an increase in the State Gas Ta x to
fund regional transportation improvements (S treets and Highways Code , Section 21 05)
and created the CMP to monito r regional transportation conditions . The state
legis lature required th e LACMTA to es tabl ish a CMP , which would annually monitor
local jurisdictio ns to determine if they w ere in comp li ance with the CMP . Conformance

with the CMP assures that local agencies are providing transportation improvements to
offset the traffic congestion result ing from new development.
The CMP requires that certain provisions be included in the City 's Zon ing Code to
address traffic congestion associated with new development. The CMP also requires
monitori ng of pre-designated traffic corridors every odd-numbered year. In Temple City ,
the on ly CMP designated route is Rosemead Boulevard . The required monitorin g was
conducted this year and the results were submitted to LACMT A. Cities are also
required to submit a yearly Local Development Report (LOR) to LACMTA to ass ist them
with p lanning reg ional transportation projects .
The C ity is in fu l l conforma nce with the CMP i n that all of the development review
requirements have been codified into the Zoning Code and all monitoring has been
completed . Adopting Resolution No . 15-5109 (Attachment "A ") adopts the 2015 LOR
(Attachment "B") and certifies the City 's conformance with the CMP . If a city does not
conform to the CMP , that c ity 's share of the Gas Tax increase prov ided by Propos ition
111 may be withheld and allocated to the County to be used on regional transportation
projects . Temple City's Fiscal Year 2015-201 6 share is estimated at $766 ,000.
CONCLUSION:
The City Council is requested to adopt the annual self-certification Resolution No . 15-
5109 and attached Local Development Report .
FISCAL IMPACT:
Conformance with the Congestion Management Program will allow the C ity to receive
the State Gas Tax funds pursuant to Propos it ion 1 11 , which is estimated to amount to
approximately $766 ,000 for the Fiscal Year 2015-2016 .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, FINDING THE CITY TO BE IN CONFORMANCE
WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND
ADOPTING THE CMP LOCAL DEVELOPMENT REPORT, IN
ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION
65089
W HERE AS , CMP Statute requ ires the Los Angeles County Met ropo litan Transportat ion Authority
("LACMT A"), act ing as the Congestion Management Agency for Los Ange les County , to annually determine
that the County and Cities within the County are conforming to all CMP requirements ; and
W H EREAS , LACMTA requ ires submittal of the CMP Local Development Report by September 1st of
each year ; and
WHEREAS , the Ci ty Council held a no ticed public hearing on August 18 , 2015.
NOW, THEREFORE , THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESO LVE AS FOLLOWS:
SECTI ON 1. The City of Temple City adopts the Local Development Report , attached hereto and
made a part hereof, consistent with all app licable requ irements of the 2010 CMP adopted by the LACMTA
Board on October 28 , 2010 .
1. By June 15 , of odd-numbered years, th e City of Temp le C ity has and w ill continue to
conduct annual traffic counts and calculated levels of service for se lected arteria l
i ntersections, cons istent with the requ i rements identified in the CMP Highway and
Roadway Syste m chapter.
2 . The City of Temple City has loca ll y ad opted and conti nues to implement a transportat ion
demand management ordinance , cons istent with the m inimum requirements identif ied in
the CMP Transportation Demand Management chapter.
3. The City of Temp le C ity has loca lly adopted and continues to implement a land use
ana lysis program , co ns istent with the m inimum requ irements identified in t he CMP Land
Use Analys is Program chapter.
4. The C ity has adopted a Local Development Report, attached hereto and made a part
hereo f, cons istent with t he req uirements ide nt ified i n the 20 10 CMP . Th is report ba lances
traffic congest ion impa cts due to growth w ithi n the City of Temple City with transportation
i mprovements , and demonstrates that the City of Temple C ity is meeting its
responsibi lities under the Countyw ide Defic iency Plan consistent with the LACMT A Board
adopted 2014 Short Range Transporta tion Plan .
S ECT ION 2. That the City Clerk sha ll certify to the adoption of th is Reso lution and sha ll forward a
copy of this Resolution to the Los Angeles County Metropol itan Transportation Authority . The City Clerk shall
enter this Reso lution into the book of original resolu ti ons.

1. LowNery Low Income Hou sing : As defined by the California Department of Housing and Co mmu nity
Development as follows :
-Low-Income: equal to or less than 80% of the County median income, with adjustments for fa mily size .
-Very Low-Income : equal to or less than 50% of the County median income , with adjustments for family size .
2 . High Density Residential Nea r Rail Stations: Development located within 1/4 mile of a fixed ra il passenger
sta tion an d that is equa l to or greater than 120 percent of the maximum residential density allowed under
the local ge nera l plan and zo ni ng ordina nce . A project providing a mi ni mum of 75 dwelling units per acre
is automatically consi dered high density .
3. Mixed Uses Near Rail St ations : Mixed -use deve lopment located within 1/4 mile of a fixed rail passe nger
sta tion, if more than half of the land area , or floor area , of the mixed use devel opment is used for high
density res idential housing .
4. Development Agree ments: Projects that en tered into a develo pment agreement (as specified und er Section
65864 of the California Government Code) with a local juris di ction prior to July 10 , 1989 .
5 . Reconstruction or replace m ent of any residential or non-reside ntia l stru cture whi ch is damaged or destroyed,
to the extent of> or= to 50% of its reasonable value , by fire , flood , earthquake or othe r sim ilar calamity .
6. Any proje ct of a fede ral, state or co unty agency that is exempt from local jurisdiction zoni ng regulations and
where the local jurisdiction is precluded from exercising any approval/disapproval authority. These locally
precluded projects do not have to be reported in the LOR .
