I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Terry Smith and Phyllis Rokicki.
II. Public Petitions and Comments: Norman Chad presented to the group his
outreach to local Industry.
V. Reports
A. Mayor's Report — Construction crews are working 12 hour days on
Streetscape Project. Facades work continues downtown.
B. Clerk- Treasurer's Report-
C. Councilors' Report — First Ward Meeting- September 12 at 6:30 at the
Greencastle Fire Station.
Special Session Meeting for the Common Council will be August 27 at 7
p.m. at City Hall.
VI. Approval of Minutes
A. Regular Session- July 9, 2013- Motion was made by Jinsie Bingham to
accept the Regular Session minutes as presented, second Phyllis Rokicki, 5 -0
motion carried.
VII. Approval of City Claims — Motion was made by Mark Hammer to accept the
claims as presented, second by Terry Smith, 5 -0, motion carried

IX. New Business
A. Ordinance No. 2013 -5 — An Ordinance Authorizing and Directing
Submission of a Written Request to Participate In the Indiana
Department of Insurance's Insurance Proceeds Set Aside
Program.(First Reading)- Motion was made by Adam Cohen to accept
Ordinance No. 2013 -5 (First Reading) as presented, second Terry Smith,
5 -0 motion carried.
B. Approval of the Report of the Greencastle Redevelopment Commission -
Motion was made by Adam Cohen to accept the Greencastle Redevelopment
Commission Report as presented, second Mark Hammer, 5 -0 motion carried
C. Request for use of Riverboat Revenue Funds for the Re- roofing of
the Fire Department- Motion was made by Terry Smith to accept the
roofing bid from Pell's Roofing and Siding Company with a not to exceed
amount of $52,280.00 and this will be paid out of the Riverboat Revenue
Fund., second Jinsie Bingham, 5 -0 motion carried.
D. 2014 - Budget- Motion was made by Adam Cohen to make the following
changes to the 2014 budget: Increase the Mayor's salary by $3,500,
Increase the Clerk- Treasurer's Salary by $1,500, with those raises being
split in thirds to the General Budget, Water and Wastewater Budgets.
Police equipment line item increased by $9,000., second Mark Hammer, 5-
0, motion carried.
X. Adjournment
Motion by Jinsie Bingham to dismiss at 8:10 PM, second by Terry Smith,
5 -0, motion carried.
