SUMMARY STATEMENT:
The purpose of the work session is twofold- discuss the proposed VARHA budget for FY11, and organize and
articulate the City of McCall's expectation and direction so this information can be provided to the VARHA Board in
a future work session and/or in a formal letter.
Attached are four proposed draft budgets, prepared by Mike David, that provide the following scenarios (all require a
$15,000 match from the City of McCall):

Staff recommends the Level 2 Budget because this would best accomplish the mission of a local housing authority
that serves the communities within Valley and Adam County. While certain tasks can be accomplished from a remote
location such as website maintenance, it is critical for VARHA to have an on -going presence in this region to provide
services, education, and form partnerships.
In preparation for a work session or written communication to the VARHA Board, the Council should also discuss the
City of McCall's expectations of VARHA.
RECOMMENDED ACTION:
1. Approve VARHA Draft Budget Level 2.
2. Direct staff to develop a letter or schedule a work session with VARHA Board articulating ideas
and expectations for VARHA.
