Mayor Chavez called the Special City Council meeting to order at 7 :06p.m . 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember-Man , Fish , Sternquist , Yu , Chavez Councilmember-None City Manager Cook , Deputy City Clerk Bonus , Community Development Director Forbes 3. PLEDGE OF ALLEGIANCE Boy Scouts Troop 17 4 led those present in the Pledge of Allegiance . 4. INVOCATION Jerry Jambaizian , business owner provided the invocation . Councilmember Fish recused herself from the discussion of the Las Tunas Drive Enhancement project due to a conflict of interest. Councilmember Fish left the meeting at 7:11 p.m. 5. UNFINISHED BUSINESS A LAS TUNAS DRIVE ENHANCEMENT PROJECT The City Council discussed several streetscape des ign concepts for the proposed Las Tunas Drive project. Design issues discussed include number and width of travel lanes , bicycle lanes , parking, sidewalks , and landscaping . The study session is an opportunity for the City Council to review the concepts and receive publ ic input in anticipation of selecting a final design in January 2016. City Manager Cook gave an overview of the 5 goals for the Las Tunas Drive Enhancement Project; Design Option A , B , C ; Pros and Tradeoffs ; Traffic Impact; Policy Nexus ; and Cost. City Council Minutes December 1, 2015 Page 2 of 7 Community Development Director Forbes , provided the chrono logy of the Las Tunas Drive Enhancement Project; provided an overview of Des ign Options A, B , C ; Traffic Impacts; Engineering Perspective ; and Construction Timeline . City Council discussed and commented about the options presented by staff. Mayor Chavez opened public comments. Steve Stafford , resident, spoke in favor of Option C . Richard Cheung , resident, spoke in favor of Option A. Abigail Flores , Transportation Planner , spoke in favor of Option A. Dav id Diaz, Day One, talked about creating a safe pedestrian and bicycle community . Amy Wong, resident, spoke in favor of Option A. Vu Le , resident, spoke in favor of Option A. Vincent Chang , member of Bike SGV/ Elected Clerk/ resident of Monterey Park , spoke in favor of Option A. Wes Reutimann , Program Director of Bike SGV, spoke in favor of Opt ion A. Brian Keefe , resident , spoke in favor of Option C . Brian Matsumoto , Landscape designer/resident, spoke in favor of Option A. Brian Lewin , resident of Rosemead , spoke in favor of Option C and would also like the City Council to consider adding enhanced lighting throughout Las Tunas Drive . Robert Bodkin , resident, spoke about public parking and traffic. Michael Rosenberg , resident, requested the City Council to consider the impact on the emergency vehicles . Larry Mullaly , resident , was not in favor of Option A and Option B because of the traffic that may potentially affect the abutting residential area ; he also expressed his opposition towards b ike lanes . Catalina Gonzalez, resident of Alhambra/ volunteer of Bike SGV, spoke in City Counci l Min utes December 1, 2015 Page 3 of 7 favor of Option A . Lisa , res ident , is not in favor of any improvement on Las Tunas Drive , however if she must choose an Option she would prefer Option C . James Le Berthon , is in favor of Option C without bicycle lanes . Mayor Chavez read the comment f ro m Serena Liu . John Lloyd , resident of Sierra Madre , spoke in favor of bike lanes in the C ity . Jim White , resident , spoke in favor of Option C and is not in favor of diagonal parking . Kathy Keelin , resident/ Public Art Commissioner, as ke d the Coun cil to keep the Camellia Festival in m i nd when decid in g which option to choose. Dari us Wang , resident , requested not to block Las Tunas Drive . Oscar Bustamante , res ident , spoke in support of Option C . Ken Rosengren , resident, is not in support of Option A and Option C . Robert Bock, res ide nt , spoke in fa v or of Option C. Esmeralda Nowak, resi dent, spoke agai nst bike lanes, parallel pa rking , and spoke in favor of Op ti on C . Bobbie Macgowan , former Mayor/resident , spoke in favor of Option C . Debbie Ambercrombi , resident, spoke in favor of Option C , and is not in favo r of bike lanes. Jim Clift, resident/Transportation and Public Safety Commissioner, spoke in favor of Option C . Rich Nowak, resident , spoke in favor of Option C . Hearing no other requ e sts to speak , Mayor Chavez closed public comments . City Council meeting recessed at 9 :35 p .m . and reconvened wi th all Councilmembers present at 9:42 p.m . City Manager Cook spoke regarding the notes and comment cards ------------ City Council Minutes December 1, 2015 Page 4 of 7 received . Mayor Chavez opened Council comments . Councilmember Man shared his recent epiphany regarding his view of Temple City's future . He talked about the generational gap in perspective and commented regarding Option A and planning for the future . Mayor Pro Tem Yu , spoke regarding the vision for Las Tunas Drive and what Las Tunas Drive means to the Community . Spoke regarding statistics for "Black Friday" shopping and how statistics show that the future is headed towards the experience of shoppers. He talked about creating a place that businesses will come to. Would like the residents support in choosing Option A. Councilmember Sternqu ist spoke about the lack of variety of busi nesses in the City. She spoke in favor of Option A and the potential impact the development would have in the City . Mayor Chavez spoke about the comments made by the community and discussed the impact of Option A on emergency vehicles and trucks "cement trucks " and also spoke about Option C . C ity Manager Cook stated that the item will go back to counci l for final approval in January . 6. PUBLIC COMMENTS -None 7. ADJOURNMENT City Council meeting adjourned at 10 :24 p.m .
