Forbes, A ICP , Community Development Director .Mf By: Jennifer Venters , Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF DECEMBER 8, 2015 RECOMMENDATION: The City Council is requested to receive and fil e the Planni ng Comm iss ion (Com mi ssion) actions from their meeting of December 8 , 2015 . BACKGROUND : On December 8, 20 15 , the Commission held their regularly scheduled meeting. ANALYSIS : The following is a summary of actions taken at the December 8 , 2015 meeting : 1. ROLL CA LL : Present: Commissioner-Co rd es , Leung , Marston , V ice -Chair Hadda d , Chair O'Leary Absent: Commissioner -None Excused : Co mmi ssioner -Non e 2 . CONSENT CA LEN DAR The Commissio n approved the minutes from their regular meeting of November 10, 2015. City Council December 15 , 2015 Page 2 of 3 3. PUBLIC HEARING A . A REQUEST TO FOR A CONDITIONAL USE PERMIT TO ALLOW THE ESTABLISHMENT OF A DANCE STUDIO LOCATED AT 5405 ROSEMEAD BOULEVARD , UNIT H The Commission approved a conditional use permit to allow the establishment of a dance studio . The business will occupy a floor area of 1,000 square feet. The business wil l provide dance lessons with a maximum of ten students at any given time . The business w i ll operate from 7 :00a.m . to 9:00 p .m ., seven days a week . The property is located in the C-3 , commercial zone , and is designated as Heavy Commercial by the City's General Plan . B. A REQUEST FOR A ZONING CODE INTERPRETATION DETERMINING THE METHOD OF CALCULATING DEMOLITION The Commission upheld staffs Zon i ng Code Interpretation regard ing how demolitions are calculated . The Zoning Code states that in some instances the remodeling of a structure can be considered a new dwelling if the proposed project i ncludes the voluntary demolition of 50 percent or more of the ex isting square footage of the structure including any attached garage . The interpretation directly affects structural mod if ications made at 6134 Camellia Avenue . The property will be required to be brought into compl iance in accordance to the Zoning Code . C. A PROPOSED TELECOMMUNICATIONS AND WIRELESS COMMUNICATIONS ORDINANCE TO AMEND THE TEMPLE CITY MUNICIPAL CODE TO ESTABLISH STANDARDS FOR THE PLACEMENT AND DESIGN OF TELECOMMUNICATIONS AND WIRELESS COMMUNICATIONS FACILITIES The Commission recommended that the City Council approve a telecommunications and wireless communications ordinance to amend the Temple City Mun ic ipal code to establish standards for the placement and des ign of telecommunications and wireless communications faci li t ies . The C ity currently does not have an ordinance overseeing the design and location of such facilities . 4 . UNFINISHED BUSINESS-None 5. NEW BUSINESS-None 6 . COMMUNICATIONS-None City Council December 15 , 2015 Page 3 of 3 7 . UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR Community Developm ent Director Forbes announced that the Commission will meet on December 22 , 2015 to discuss two proposed ordinances regarding Marijuana Cult ivation and Massage . 8 . ADJOURNMENT The Commission meeting was adjourn ed at 9:47 p.m . CITY STRATEGIC GOALS: Approval of the Commiss ion actions of December 8 , 2015 furthers the City's Strategic Goals of Citizen Education and Communication . FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2015-16 City Budget.
