REGULAR MEETING NOVEMBER 5, 1991
The City Council of the City of Lynwood met in a regular session
in the City Hall, 1.1330 Bullis Road, on the above date at

Councilmembers Heine, Rea, Richards, Wells, Henning, answered the
rall~call.
Alsv present was City Manager Heriot, City Attorney Barbosa, and
City Clerk Hooper.
City Clerk announced the agenda had been duly posted in
accordance with The Brawn Act.
It was moved by Councilmember Wells, seconded by Councilmember approval
Richards and carried, to approve the following minutes: minutes

Councilmember Heine requested item 15-Photo Copier for RecreationC/Heine
and Parks Department , and questioned the costs per month for~tem 15`
copies.
Director Parks and Recreation Mattoon explained the charq_es and
method of computinct costs .
After discussion,
RESOLUTION NO. 91-168 ENTITLED: "A RESOLUTION OF THE CITY Res. 91
COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPROPRIATION OF 168
FUNDS TO MEET THE COSTS OF A PHOTOCOPYING MACHINE FOR THE
RECREATION & PARKS DEPARTMENT." WAS PRESENTED.
It was moved by Councilmember Heine, seconded by Councilmember
Wells to adopt the resolution.

Councilmember Richards requested item 16-Vehicle Purchase two (21C/Richar
Compact Pickup Trucks, and stated the Council had requesteditem 16
American made vehicles when possible. Stated the bids show that
Ford and Chevrolet come in fairly close. Questioned if there was
a specific reason for choosing Nissan rather than Ford or
Chevrolet.

C/Manager City Manager Heriot stated the city had exellent performance with
nissan vehic the Nissan vehicles that had been purchased in the past.
C/Heine Councilmember Heine spoke on the Air Quality Management District
air quality requirements and the city needs to start looking into the
management different types fuel that would be available.
C/Manager City Manager Heriot stated Public Works Department had been
looking into the different types of fuels that would be used.
M/Henning Mayor Henning stated the Council had decided to buy American made
buy american cars . Stated even though the assembly was done in the United
made cars States, but the parts came from overseas providing jobs for them.
C/Richards Councilmember Richards discussed of the automotive jobs being
automotive lost in the United States. Stated he would like to see staff
jobs lost in negotiate the purchase of two vehicles in the given price range.

C/Rea Councilmember Rea questioned altering the bid process.
C/Richards Councilmember Richards stated if the city had to stick with the
stick w/bid bid process he would be in favor of going with a ' 92 vehicle
process rather than a ' 91.
C/Att City Attorney Barbosa stated Council was free not to take the
free not to lowest bid at this time and direct staff to reassess the criteria
take 1_owest applied to bid. Bid ordinance does need to be followed. If new
bid bid package was to be presented, all participants must be given
the opportunity to respond to the specific criteria.
Discussion Discussion followed on Council's desire to purchase American made
vehicles.

Heine to authorize staff to purchase a 1992 American made
vehicle.

C/Rea Councilmember Rea requested item 17-Special Census and stated he
item 17 was against a special census being done by the city as he does
not see any benefit to the city and no need to spend this type of
funds for such a project.

Councilmember Heine stated the telephonic contact with the C/Heine
citizens would be accurate and cost effective. Many people would telephon
be hesitant to give information over the phone. contract
Mayor Henning spoke on the reason for the special census request M/Hennin!
was the high number of unemployed in the city. Also the Special
President vetoed a 6.4 billion dollar bill to extend unemployment Census
insurance for 20 weeks. The city had looked at employing some of discussi~
those unemployed for a year or two versus just handing them 20
weeks of unemployment. Discussed the effects of unemployment on
~"'- the family unt. Stated the Council had the responsibility of
helping citizens get employment. If 10 million dollars in
funding could be obtained from the Federal Government based on a
special census costing $25,000, it would be well worth the cost.
The only way to apply for the funding is through a special census
to ,determine the number of unemployed. Stated the only way to
come out of the recession would be to get people employed.
Councilmember Richards stated there would be some sort of C/Richa
reliability with telephonic contact in order to establish the telephon
city's needs. Stated Council had to be able to know how to go contract
about solving some of the problems, as the census did not provide
a sufficient basis to make reliable decisions on the unemployment
issue. Doesn't feel $25,000 is a large amount of money if it
would put together a document to impact a large number of jobs.
Councilmember Wells stated she was in agreement with the CouncilC/WElls
doing everything possible to create jab opportunities for the Job oppo
citizens of the city and seek available funding.
RESOLUTION NO. 9.1-170 ENTITLED: ^A RESOLUTION OF THE CITY Re.91=~7
COUNCIL OF THE CITY OF LYNWOOD APPROPRIATING $25,000 FROM
UNAPPROPRIATED GENERAL FUND BALANCE AND AUTHORIZE STAFF TO SUBMIT
THE $200 FEE TO THE BUREAU OF CENSUS." WAS PRESENTED.

Richards to adopt the resolution.
Councilmember Heine spoke on resolution speaking only to $200 fee C/HEine

Councilmember Richards discussed random sampling being helpfulC/Richard

C/Rea Councilmember Rea requested some sort of proposal showing the
Employment employment obligations that Congress would consider far the City
obligations of Lynwood. Requested pilot programs and grants that are
of congress available. Questioned why city did not speak out when census did
not reflect populous as other cities did.

C/Att BarbosaFity Attorney Barbosa spoke on item City's Participation in an
City's part Amicus Brief ( Burden vs Snowden) , and stated the information
in Amicus submitted was erroneous as the information was meant for another
brief city. Stated he would bring in the correct information.

equipment Station 1, and availability of funding.
