REGULAR MEETING NOVEMBER 19, 1991
The City Council of the City of Lynwood met in a regular session
~"` in the City Hall, 11330 Bullis Road on the above date at 7:30p.m.
Mayor Heine in the chair.
Councilmembers Rea, Richards, Wells, Heine, answered the roll
call.
Councilmember Henning was absent.
Also present was City Manager Heriot, City Attorney Barbosa, and
City Clerk Hooper. •
City Clerk announced the agenda had been duly pasted in
accordance .with The Brown Act.
It was moved by Councilmember Rea, seconded by Councilmember
Wells and carried, to approve minutes of Regular meeting,
November 5, 1991.
Commendation for Neph Tapusoa was approved by General Consent. ~irn

It was moved by Councilmember Richards, seconded by Councilmember
Rea and carried, to recess to Lynwood Redevelopment Agency at C/~'s~~

Council was reconvened at 9:32p.m.

Hahn Reed, 12126 Cornish, spoke in opposition to item 17-Proposal H.1~
for "Impact Alternative Learning- Center". Questioned where the o~oeefm
participating students would come from, haw they would be chosen, ~-t-~111
who would teach them, and what the teaching credentials would be, r~vrx~
the student-teacher ratio, the curriculum. Also questioned the enter

length of time involved in implementing the program, the length
of time for the students to enter and exit the program. Also
questioned° there being adequate classrooms and the appropriate
sizes, hoer they measure up to the earthquake and fire standards
as required. Questioned when the city went into- the business
of lending- tax-payers money to individual businesses and without
any evidence of ability to pay. How could taxpayer money be
loaned out at zero percent interest rate. Questioned if this
program was related in any way to the Genesys program. Urged
Council to vote no on the request and the resolution.
J.B~.:tle Joe Battle, 4304 Carlin, spoke on item.I?-Proposal for "Impact
~.~ fir. Alternative Learning Center" and spoke on the School District's
Biratirnal goals listing everything required in order to reach President
s Bush's educational goal far 2OOfY. Also spoke on State of
California law regarding Educational Contracts, Section 8092
which speaks to past-secondary schools having to be approved by
the Department of Education be-fore application for- any funds can
be submitted. Stated there were three private schools in Lynwood
who would like to be eligible for funds, but they were not, as
they are not post secondary schools. Spoke of the School
District needing funds for a number of similar programs that had
to be eliminated due to budget cuts. Stated there were students
who were now being educated in Los Angeles County that could be
brought back into- the Lynwood School District. Stated if the
city had that type of funds, the School District would appreciate
having the use of it.
!L.S~ern Lee Sampson, 12106 Second Avenue, spoke on item 1?-Proposal for
~tY~ "Impact Alternative Learning Center" and stated he was opposed to
hlp~•t Alt. the project. Feels the city should look to the School District
~T~rnir~ for programs of this surf. Stated there appears to a lot of
duplication of services in the programs that are being offered by
~ ~~ the Sheriff's Department and other organizations. More research
r needs to be done before these programs-are presented.
~r",.Araujo Margaret Araujo, 3621 Cedar Avenue, spoke on item 1?-Proposal for
~f~r~to "Impact Alternative Learning Center" and discussed the funding
Project that had already been .given to Project Impact.

Rev. Harris, Project Impact, spoke on item 17-Proposal for ~• ~=
"Impact Alternative Learning Center" . Discussed the overall Inpac.~t Alt
program and did not understand how someone could form an opinion Learning
on the programs under Project Impact without first coming to the meter ~c
facility and seeing what is actually being done. Proje~tln
Councilmember Richards discussed the eitiz-ens of the community C./~
and' the need to come together and work things out regardless of amtrta~ity
race, color, or creed. {~~

Wells to continue the matter so that staff could bring back more m~tarnf~

Mayor Heine announced the time had arrived to conduct a public Nh~ Hein
hearing on Preliminary Draft on the City's Solid Waste Reduction Win,
and Reduction LYaft City
It was moved by Councilmember Wells, seconded by Councilmember C/t,,~ls
Rea and carried, to open the public hearing. ~~
City Manager Heriot stated staff and Consultants had a
presentation to make on this item.

Kathy Windsor, Emcon Associates, discussed mandates for cities to K.Wir~
achieve a 25~ reduction in solid waste disposed by 1995 and a 50 $' ~
reduction by year 2f1Q0. Discussed cities also having to prepare, solid ~,
adopt, and submit to their respective County an SRRE and HHWE.
Also discussed the results of waste disposal study that was done.
Al Rausch, 3935 LeSage, questioned what the costs that were A.Ii
stated are to be used for. Alsv spoke on whether or not this was ~,~
to be for one year or longer.
Mayor Heine stated there would me more workshops before the final ~I-bir~

City Attorney Barbosa stated each Councilmember would have to C•~

Mayor Heine stated a letter needed to be sent to M & D Properties ~~'~

and discussed the program being beneficial to the young people in p~~
the city. Feels the program deserves more credibility.

Cauncilmember Rea spoke on proposal for Impact Alternative C/~ ~
Learning Center and stated he was in approval of the program. ~p,~
Stated if Community Development continues to bring- automotive G
facilities and rehab centers to the city, then the city is' headed ~~~/~
in the wrong direction. Spoke on the CIP Workshop and the ~f, e
feasibility of having a motorcycle/traffic enforcement program.

o~re~ ~ feel this makes any difference. Feels Rev. Harris can do a good
~ job. Hopes citizens would- listen to the truth. Spoke of
}~ concerns Council had regarding threatening phone calls that had
been received attempting to scare Council into making decisions,
and attempted recall. Hopes School District will sit down with
Rev. Harris and discuss the program.
Councilmember Richards spoke on issues that had come up in the
past and Council having done a good jab managing the resources as
they now stand. Stated the city has good leadership and this is
the reason for the many good things that are going on in the
city. Spoke on City and School District working together for the
betterment of the city.

~g be coming back on another agenda. Stated as Mayor, he would
posslhle fcr spend as much time as passible to accomplish good things for the
cite city. Spoke of cooperation from all Councilmembers and citizens
in helping to change the image of Lynwood as portrayed in the
press.

-City Attorney Barbosa spoke on City Code procedures that must be C, ~~
followed and tonight's action simply sets the matter fore hearing g
for the Council to determine whether a nuisance exists and the CityoodE
method of abatement. ~o~1~
Community Development Director Karefa-Johnson stated the C.D.L?irec
'~" difference in the two resolutions was that now the city was going tz+a rego7
for demolition of the site. Engineers had determined that the
structure is unsound.

f~ ~'~-~- there was no rapid excelleration on CIP inquiries and doesn't see
~d ~'n where the financial situation will change between now and
J~~ 3anuary. Stated the newly elected Councilperson and the City
Treasurer should be given the opportunity to take a look at all
departments organizational charts. Would like to see matter held
over until the second or third week in January.
C/R~n~ Counci:lmember Richards stated it was important to review the
~ttO matter of CIP projects as soon as possible. Suggested maybe the
