SUMMARY STATEMENT: Valley Paving & Asphalt, Inc., Knife River, and Idaho Sand and Gravel
submitted bids which were opened June 17 for Improvements to McCall Municipal Airport, Rehabilitate
Runway 16-34 and Install Sanitary Sewer. Total bid amounts for both project schedules ranged from a low
of $2,127,938.88 to a high of $2,447,952.73. The Engineers estimate for the project was $2,432,059.75.
Attached is a Notice of Award to Valley Paving, a Construction Contract to Valley Paving, and the bid
summary. The contractor must accept the notice of award and comply with the 9 items listed by July 23,
2010. The notice to proceed on the construction project is anticipated to be October 4, 2010. It is
anticipated that FAA will issue a grant offer covering the AIP eligible runway reconstruction, engineering
and administrative fees, which are anticipated to be $2,419,620. FAA will likely issue a grant of this
amount up to $2,419,620 which we applied for. Grant offers often arrive with a short acceptance window;
therefore we are requesting pre authorization to accept the grant. The Notice of Award and the
Construction Contract are subject to adequate FAA AIP grant funding.
RECOMMENDED ACTION:
Approve the Award and Construction Contract to Valley Paving and accept a grant offer from FAA and
authorize the Mayor to sign any and all documents associated with project number AIP 3-16-0023-019.
