HomeMy Public PortalAboutM 1992-06-27 - CC_sp2 4'7 ~pECIAL NEETING JUNE 27~ 1992 The City Council of the City of Lynwood met in a special session in City Hall Council Chambers on the above date at B:OOa.m. ~, Mayor Heine in the chair. ~ Councilmembers Byrd, Rea, Richards, Wells, Heine, answered the roll call. Also present was Interim City Manager Gonzales, City Clerk Hooper, and Department Heads. City Clerk announced the agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Byrd, seconded by Councilmember Rea and carried, to recess to Lynwood Redevelopment Agency and Lynwood Information Inc. at 8:lia.m. Council recessed to Closed Session at 8:35a.m. Council reconvened at 9:18a.m. Interim City Manager Gonzales stated Council met in Closed Session and heard reports on the following: Real Estate Negotiations; Pending Litigation - Oh Project Potential Litigation Personnel Matters Employee Salaries/Benefits r- No action was taken on the matters. RESOLUTION NO. 92-120 ENTITLED: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE DEIKANDS AND ORDERING WARRANTS DRAWN THSREFOR.° WAS PRESENTED. re$,~~~~~~'2W It was moved by Councilmember Wells, seconded by CouncilmembAr Warr, Byrd to adopt the resolution. - ROLL CALL• AYES: •COUNCII~IBER BYRD, REA, RICHARDS, WEZhS, HEINE NOES: NONE ABSENT: NONE Mayor Heine requested a fifteen minute video be shown in regards to Governor Wilson's proposed budget that would affect local cities. Also stated no answers had been received regarding the amount of money that would be taken from cities. PUBLIC ORAL CO1~4!IUNICA~IQNS • Perry Brent, resident/President Lynwood Employees Association, spoke on city employees wishing to be included in the decision making process on the 2992-93 budget. Suggested Council ask city •-- staff to give flow charts for each department dating back to 1988, 1989, 1990 and 1991; propose a hiring freeze to positions budgeted as of 1990; transfer funds from sources such as HCDA (CDBG) up to legal maximums to help fund more recreational programsp; make better use of Enterprise Fund by creating programs of communty interests; streamline employment operations by postponing creation of Public Information/Relations Office; increase volunteerism; reduce level of contracted services. 1 249 Hoped that anyone voicing his opinion in these matters would not be thought of as troublemaking but as someone who was honestly trying to participate in a positive way. Rev. Floyd spoke on economics and Public Relations DepartmentRev. Floy serving their purpose. .Also spoke on the magazine they had put out being an informative piece of material. Stated the Parks andPublic Recreation was doing a great job as well as the Genesys program. RElations ~--- Has seen Alfreddie Johnson speaking with truant young people. Also spoke on the Cablevisian system. Also spoke on FDIC lockingDepartmen the Church doors. Stated he had learned that ABCO Hardware and numerous other businesses having moved out of the city and the taxes that have been lost. Asked Council to enter into an Exclusive Negotiation to bring a card parlor into the City of Lynwood which would bring 10~ gross. Stated employees who would lose their jobs with the city would have first choice as well as city residents. Vangie Williams, residentjemployee, suggested having a theatertheater for young people which would also generate funds for the city. Silvia Ramirez, resident/employee, questioned the EntrepreneurEntrepren Academy and were the residents informed. Also questioned prisonAcademy being built in Lynwood and was city receiving any compensation. Mayor Heine suggested Ms. Ramirez visit the academy located on Industry Way. Also stated city received $6,000,000. Councilmember Richards discussed overall project for the Lynwood Justice Center. Councilmember Byrd spoke on possibility of Lynwood company getting contract for goods or services could receive $4,000,000. Ms. Ramirez spoke on young people being able to speak with Councilmembers and gain insight on important local issues. Ms. Pace, resident/employee, questioned School District building and city's involvement with them. Questioned decision to placebuhl di ng~ School District Office on Hosler school grounds. Was informed all School District matters are decided by the School District and City has no say so or authority over School District's decisions. Councilmember Byrd stated if the city had a contribution to make to the School District towards a school cafeteria, is sure they would accept it. Dorothy Siddell, resident/employee, spoke on shopping needs of residents not being available in the city. Spoke of concerns in this area. Mayor and Councilmembers responded to Ms. Siddell's remarks. Oscar Flores, employee, spoke on Council needing to go out andOscar communicate with the residents of the city. Also feels Council F1 ores should work with the School Board.
