WHEREAS, Midwest Independent Bank, owner of the real estate hereinafter described, having submitted to the City Council an Amendment to the PUD Plan of said real estate, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: Part of Tracts D and I of Millbrook Subdivision, Lot 19 of Stonehill Subdivision, Section 3, and the vacated right-of-way of Stonehill Road, south of Weathered Rock Road. Request filed by Midwest Independent Bank, property owner, Matt Sinnett, authorized representative, for an amendment to a Preliminary PUD Plan in order to construct a 30,363 square foot building addition and parking lot. The property is located on the southwest corner of the intersection of Lorenzo Greene Drive and Weathered Rock Road and is described as part of tracts D and I of Millbrook Subdivision, lot 19 of Stonehill Subdivision Section 3, and the Stonehill Road right-of- way south of Weathered Rock Road, Jefferson City, Cole County, Missouri. The proposed amendment to the Preliminary PUD Plan is on file at the Department of Community Development and is available for review during normal business hours. Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request and explained that the proposed development consists of a two story building and parking lot addition. He stated that a request to vacate the Stonehill Road cul-de- sac right-of-way was concurrently sent to the Public Works and Planning Committee. Mr. Gary Oberkrom, 726 Turnberry Drive, submitted a letter from TDK Properties expressing their support of the proposed development. Mr. Oberkrom spoke on behalf of Missouri Consolidated, LLC, who believes that the improvements by Midwest Independent Bank would be an excellent addition to the subdivision and development of the Weathered Rock area and to our neighborhood. He encouraged all governing bodies of city to approve this plan. No one spoke in opposition to this request. Edgewood Drive. Mr. Barron gave the Planning Division staff report and clarified that this is an amendment to the Preliminary PUD Plan. He stated that the underlying zoning district that is proposed on the amended Preliminary PUD Plan is C-O Office Commercial. The property is currently served by one driveway access off of Weathered Rock Road and one driveway access off of Stone Hill Road. The amended PUD Plan proposes that the entrance to the Stone Hill Road cul-de-sac be reconstructed into a standard driveway entrance in conjunction with the proposed vacation of the Stone Hill Road right-of-way. The vacated right-of-way would be reconstructed into a parking lot to serve the building. Mr. Barron clarified that the zoning code allows for the Final PUD Plan to be reviewed and approved administratively as long as it is in substantial conformance with the approved Preliminary PUD Plan. Ms. McMillan stated that it is important that the Commission endorse or approve the vacation of right-of-way either when stating the motion or during discussion. Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists in the vicinity. He stated that a five foot wide sidewalk is proposed along Lorenzo Greene Drive and Weathered Rock Road. Mr. Hagan moved and Mr. Bickel seconded to recommend approval of the amendment to the Preliminary PUD Plan for 910 Weathered Rock Road, to the City Council, subject to the following • conditions: 1. The underlying zoning district shall be established as C-O Office Commercial for the purpose of determining allowed uses; 2. Vacation of the Stonehill Road cul-de-sac right-of-way. The amended PUD plan proposes to construct a 30,363 sqft building addition. The building shall be 2 stories with a partial basement. The main floor and connection to the existing building shall have a floor area of 11,997 sqft. The second floor shall have a floor area of approximately 11,333 sqft. The basement shall have a floor area of 7033 sqft. This plan has been submitted in "Preliminary" form since it is concurrently being submitted to the Public Works and Planning Commission with the request that Stone Hill Road; south of Weathered Rock Road be Vacated. The proposed building will also require vacation and relocation of some sewer and stormwater easements. The additional parking required for the new building will be constructed on the vacated street Right of Way. A park like area is proposed for the southerly portion of the site. Nature of Request The applicant is requesting approval ofa Preliminary PUD Plan amendment in order to constructa 2 story- 30,363 square foot building addition and a 115 space parking lot addition. The PUD plan amendment was submitted in conjunction with a request to vacate the Stonehill Road cul-de-sac right-of-way that is adjacent to the property. The right-of-way vacation request has been forwarded to the Public Works and Planning Committee and will be heard at their regular meeting on May 22, 2008. Permitted Uses: The underlying zoning district that is proposed on the Amended Preliminary PUD Plan is C-0 Office Commercial. The floor area ratio of the development i0.21 (47,383 square feet over 5.15 acres) Access/Traffic The property is currently served by one driveway access off of Weathered Rock Road and one driveway access off of Stone Hill Road. The amended PUD Plan proposes that the entrance to the Stone Hill Road cul-de-sac be reconstructed into a standard driveway entrance in conjunction with the proposed vacation of the Stone Hill Road right-of-way. The vacated right-of-way would be reconstructed into a parking lot to serve the building. Building Design: The building note on the PUD Plan indicates that the building will be a two story building • with exterior finishes consisting primarily of brick and glass and matching the exteriors of the existing buildings. The maximum allowed signage on the site is 816 square feet • based on 1232 feet of road frontage. The property owner intends to place two monument style signs a the property. One sign(approximately 6' wide by 8' tall on a brick base with exterior lighting)would be located near the intersection of Lorenzo Greene Drive and Weathered Rock Road. The second sign(approximately 4' wide by 8' tall on a brick base Aith exterior lighting) would be located near the drive entrance. Li htin : The PUD Plan states that parking lot lighting levels shall meet standards of the underlying zoning district as outlined in the Jefferson City Zoning Code. Pedestrian Walkways: Sidewalks are shown adjacent to Weathered Rock Road and Lorenzo Greene Drive. Staff Recommendation Staff recommends approval oftheamendment to the Preliminary PUD Planwith the following condition: A. Infrastructure Summary * Infrastructure exists in the vicinity.New sidewalk is planned along Lorenzo Greene Drive and Weathered Rock Road. Storm water detention will not be required, as it was not planned with the original development of the site. Stone Hill Road is proposed to be vacated along with additional easements that will be replaced with new easements. Site Plan Summary Storm Water/Erosion Control * A grading, storm water and erosion control plan will be submitted with the final plan. • Sanitary Sewer * The existing development is served by sanitary sewer from the main serving the subdivision. A sanitary sewer relocation is being proposed with the development. Sidewalk * A five(5)feet sidewalk is proposed along Lorenzo Greene Drive and Weathered Rock Road. Street Access /Traffic Impact * Stone Hill Road is being proposed to be vacated, as all it serves for access is to property owned by the proposed development. * A traffic impact study is not required for this development. Please reference the Planning Division Staff Report. No additional access is being proposed to the site. * Lorenzo Greene Drive is considered an arterial roadway. * Lorenzo Greene Drive is a two(2) lane road with no center turn lane, no parking allowed. Fire Hydrants/Street Lights • * Facilities are existing in the vicinity along Lorenzo Greene Drive and Weathered Rock Road.
