Member Carolyn Smith introduced the following resolution and moved its adoption:
CITY OF MEDINA
RESOLUTION NO.00-11
RESOLUTION ADOPTING
THE METROPOLITAN COUNCIL'S INTERIM STRATEGY
TO REDUCE NON -POINT SOURCE POLLUTION
WHEREAS, state statute (Minn. Stat. 103B.235) require that watershed management
organizations and local governments prepare plans to address water quality issues within each
watershed; and
WHEREAS, state statutes (Minn. Stat. 473.175-473.871) require that cities review and
revise their comprehensive plans for consistency with Metropolitan Council policy plans; and
WHEREAS, state statutes (Minn. Stat. 473.175-473.871) require that each
comprehensive plan include a water management plan addressing the watershed plan elements
for all land within the community's jurisdiction; and
WHEREAS, communities that have not yet prepared a water management plan
consistent with the watershed plans approved by the Board of Water and Soil Resources are
required to approve and implement the Interim Strategy to Reduce Non -point Source Pollution;
and
WHEREAS, the key element of the Interim Strategy is application of National Urban
Runoff Program (NURP) standards for the design of new stormwater ponds and the Minnesota
Pollution Control Agency's urban best management practices, Protecting Water Quality in
Urban Areas, to the review of any proposed development within the community's jurisdiction,
so as to reduce non -point source pollutant loadings in stormwater runoff; and

WHEREAS, The City of Medina is part of the Minnehaha Creek Watershed District,
Elm Creek Watershed Management Organization, and Pioneer -Sarah Creek Watershed
Management Organization; and
WHEREAS, Minnehaha Creek Watershed District, Elm Creek Watershed Management
Organization, and Pioneer -Sarah Creek Watershed Management Organization have approved
watershed plans.
NOW, THEREFORE, BE IT RESOLVED, that the City of Medina adopts a resolution
to approve ordinances implementing the Interim Strategy within 120 days of Metropolitan
Council approval of its comprehensive plan.

The motion for the adoption of the foregoing resolution was duly seconded by member Phil Zietlow
and upon vote being taken thereon, the following voted in favor thereof:
Ferris, Hamilton, Johnson, Smith, and Zietlow
and the following voted against same: None
Whereupon said resolution was declared duly passed and adopted.
