SUMMARY STATEMENT:
Ted Larsen, Managing Partner of BBT Holdings, LLC is requesting a refund of water and sewer charges
for A-1 Storage in the amount of $28,697 plus interest. These charges date back to when BBT Holdings,
LLC purchased the property in November 2006 and are for a two inch (2") back-up water meter for the
car wash. Four water meters exist on the property. These meters serve an office, a residence, a well that
supplies water for the car wash and a back-up two inch (2") water meter for the car wash in case there are
problems with the well. Apparently, there was a verbal agreement with the prior owners of A-1 Storage
and Car Wash that allowed the continued use of the well water for the car wash. The City re -confirmed
that agreement with BBT Holdings, LLC that they could continue to use the water well to service the car
wash in a letter dated December 14, 2006.
Documentation including letters written to and received from BBT Holdings, LLC has been included.
RECOMMENDED ACTION:
Ratify the City Staff s denial of the refund request.
