CITY OF MEDINA
RESOLUTION NO.00-17
RESOLUTION AUTHORIZING PUBLICATION OF
ORDINANCE NO. 317 BY TITLE AND SUMMARY
WHEREAS, the city council of the city of Medina has adopted Ordinance No. 317, an
ordinance establishing two new residential P.U.D. zones; and
WHEREAS, the ordinance is 22 pages in length and contains maps; and
WHEREAS, Minnesota Statutes § 412.191, subd. 4, allows publication by title and
summary in the case of lengthy ordinances or those containing charts or maps; and
WHEREAS, the city council believes that the following summary would clearly inform the
public of the intent and effect of the ordinance.
NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina that
the city administrator -clerk -treasurer shall cause the following summary of Ordinance No. 317 to be
published in the official newspaper in lieu of the entire ordinance:
Public Notice
The city council of the city of Medina has adopted Ordinance No. 317. The ordinance
establishes two new residential planned unit development (P.U.D.) zones. The areas likely
to be developed under the P.U.D. zones are large parcels containing natural features which
the city wishes to preserve through low density and flexible design. The ordinance
encourages high quality single family residential development while preserving
environmentally sensitive areas and maximizing open space.
The P.U.D. ordinance establishes a multi -step process to review applications for
development. A developer must first receive approval of a concept plan for the site,
following a public meeting and review by the planning commission and city council.
Within a year of approval of the concept plan, the developer must apply for development
plan approval. Greater detail must be provided and approval of the development plan
results in rezoning the property, subject to conditions. Development plan approval follows a
public hearing before the planning commission and approval by at least 2/3 of the full city

council. After approval of the development plan, nothing may be constructed on the
property which is inconsistent with the development plan. The full text of Ordinance No.
317 is available at Medina city hall during regular business hours.
BE IT FURTHER RESOLVED by the city council of the city of Medina that the city
administrator -clerk -treasurer keep a copy of the ordinance in his office at city hall for public
inspection and that he post a full copy of the ordinance in a public place within the city.

The motion for the adoption of the foregoing resolution was duly seconded by member John
Hamilton and upon vote being taken thereon, the following voted in favor thereof:
Ferris, Hamilton, Johnson, Smith, and Zietlow
and the following voted against same: None
Whereupon said resolution was declared duly passed and adopted.
