AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND
APPROVING THE REPLAT OF CENTRAL MISSOURI MEDICAL PLACE, A
SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, CMMP Development Company, LLC, owner of the real estate hereinafter
described, having submitted to the City Council a plat of said real estate,
being located in Jefferson City, Cole County, Missouri, and being part of the
South Half of the Southeast Quarter of Section 13, Township 44 North,
Range 12 West, in the City of Jefferson, Cole County, Missouri, more
particularly described as follows:
A Subdivision and Replat of Lot 2, Reserved Tract and Vacated Health Court
Right-of-way of Central Missouri Medical Place per plat of record in Plat
Book 11, page 738, Cole County Recorder's Office, being a part of the South
Half of the Southeast Quarter of Section 13, Township 44 North, Range 12
West, Cole County, Missouri, more particularly described as follows: From
the southwest corner of the Southeast Quarter of said Section 13; thence
N01°15'13"E, along the Quarter Section Line, 252.26 feet to the easterly
• right-of-way line of Christy Drive (U.S. Highway 54 right-of-way); thence
northerly, along the easterly line of said Christy Drive right-of-way the
following courses: N52 006'35"E, 238.60 feet; thence N36 046'47"E, 301.70
feet; thence N40 035'38°E, 115.85 feet to the southwesterly corner of the
aforesaid Central Missouri Medical Place; thence along the boundaries of
said Central Missouri Medical Place the following courses: continuing
N40 035'38"E, 284.15 feet; thence N29 042'27"E, 21.23 feet to the
northwesterly corner of Lot 1 of said Central Missouri Medical Place and the
POINT OF BEGINNING for this description; thence continuing N29 042'27"E,
50.06 feet to the most westerly corner of the Reserved Tract of said Central
Missouri Medical Place; thence leaving the aforesaid Christy Drive right-of-
way line, S75 052'35"E, 797.49 feet to a corner on the westerly boundary of
Corporate Woods Replat, per plat of record in Plat Book 12, page 13, Cole
County Recorder's Office; thence S28 019'00"W, along the westerly boundary
of said Corporate Woods Replat, 566.74 feet to the northerly boundary of the
aforesaid property described in Book 241, page 165; thence N60 009'17"W,
along the northerly boundary of said property described in Book 241, page
165, 450.28 feet to the southeasterly corner of Lot 1 of the aforesaid Central
Missouri Medical Place; thence leaving the boundary of Central Missouri
Medical Place, along easterly and northerly boundaries of Lot 1 thereof the
following courses: N40 039'56"E, 352.04 feet; thence Westerly, on a curve to
the left, having a radius of 425.00 feet, an arc distance of 166.07 feet, (the
• chord of said curve being N65 032'19"W, 165.02 feet); thence Westerly, on a
curve to the right, having a radius of 475.00 feet, an arc distance of 96.28
feet, (the chord of said curve being N70 055'34"W, 96.12 feet); thence
N65°07'1 0"W, 130.77 feet; thence Westerly, on a curve to the right, having a
radius of 233.00 feet, an arc distance of 9.49 feet, (the chord of said curve

Containing 5.47 Acres.
WHEREAS, it appearing that said plat has been fully and properly signed and accepted
by the owner of said subdivision, known and referred to as the Replat of
Central Missouri Medical Place, that all taxes have been paid, that the
Council of the City of Jefferson, Missouri has vacated Health Court right-of-
way by Ordinance No. 14229, that in all respects the requirements of
Chapter 445, RSMo, entitled "Plats" have been fully complied with by the
owner of said subdivision, and that in all respects the requirements of the
Planning and Zoning Commission of the City of Jefferson, Missouri, relating
to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. That the Replat of Central Missouri Medical Place, lying, being and
situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said
plat attached hereto and made a part of this ordinance, is hereby approved and accepted
by the City Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to
endorse acceptance of said plat hereon and to certify the approval of said plat under the
seal of the City of Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date
of its passage and approval.

Case No. P08017 — A Replat of Central Missouri Medical Place, Final Plat. Application
filed by CMMP Development Company-and Health- Court Development, property owners,
Carl Doerhoff and Earl Miller, authorized representatives, for a final plat of 5.47 acres on land
zoned C-2 General Commercial. This proposed final plat includes one commercial lot. The
property is located on Christy Drive approximately 200 feet south of Flora Drive and is
described as part of the South Half of the Southeast Quarter of Section 13, Township 44
North, Range 12 West, Jefferson City, Cole County, Missouri.
Ms. Debbie Stumpe, Property Manager for Central Missouri Medical Place, 1705 Christy
Drive, spoke regarding this request. Ms. Stumpe explained that a medical center exists on the
front lot, however a separate medical building is proposed to be constructed on the lot to be
replatted.
No one spoke in opposition to this request and no correspondence was received.
Mr. Barron gave the Planning Division staff report and explained that the subdivision was
originally platted with a cul-de-sac which was vacated by petition of the property owner and
approved by Council on July 16, 2007. He explained that legal counsel recommended replatting
the subdivision in order to establish the property boundary of the rear lot, eliminate the reserved
tract and vacated right-of-way, and to fix an error on the original subdivision plat.
• Mr. Wade gave the Engineering Division staff report and explained that infrastructure exists
to serve the subdivision. He stated that Health Court has been vacated as a public right-of-way
and is now a private street/driveway to serve the proposed lot.

Mr. Barron clarified that the subject property is zoned C-2, General Commercial and that
offices and medical buildings are a permitted use in a C-2 zoning district. He explained the
reasons for replatting this vacant lot are (1) to formalize the boundaries of the rear lot and; (2) to
eliminate dedications and legal work that would otherwise be necessary in order to solve various
issues surrounding the right-of-way vacation and correction to the plat.
Ms. McMillan explained that, at the time this subdivision was originally platted, there was a
prohibition in our zoning code against flag lots. This type of arrangement could not be approved
at that time and that is why the cul-de-sac was there in order to access the rear lot. She stated
that a reserve tract and right-of-way will be incorporated with the proposed Lot 2A.
Mr. Nunn moved and Mr. Jordan seconded to recommend approval of the Replat of Central
Missouri Medical Place subject to the comments and technical corrections by the Engineering
Division, to the City Council. The motion passed 6-0 with the following votes:

Case No. P0801.7 — A Replat of Central Missouri Medical Place, Final Plat. Application filed by CMMP
Development Company and Health Court Development, property owners, Carl Doerhoff and Earl Miller, authorized
representatives, for a final plat of 9.3-5 5.47 acres on land zoned C-2 General Commercial. This proposed final plat
includes twe one commercial lot. The property is located on Christy Drive approximately 200 feet south of Flora
Drive and is described as part of the South Half of the Southeast Quarter of Section 13, Township 44 North, Range
12 West,Jefferson City, Cole County,Missouri.
Background
The original subdivision plat of Central Missouri Medical Place was approved by the Planning and Zoning
Commission on December 8, 1994 as a two lot subdivision with one reserved tract and a short cul-de-sac to serve the
rear lot. The front lot was developed with a medical building and a portion of Health Court was constructed in order
to serve as a driveway access to the parking lot behind the building, however, the remainder of Health Court was
never completed. The current property owners (two separate companies that are affiliated with each other) decided
that the rear lot could be better utilized if served by a commercial driveway rather than a cul-de-sac built to city
standards. To that effect, the property owners petitioned to vacate the Health Court right-of-way, which was
approved by the City Council on July 16, 2007. In order to establish the property boundary of the rear lot, eliminate
the reserved tract and vacated right-of-way, and to fix an error on the original subdivision plat, City staff
recommended that the property owner file a replat of the subdivision.
Description of Proposed Plat
Zoning: C-2 General Commercial
*Size of Property: 5 5.47 acres
Number of Lots: -2 1
Lot Size: 2.8 5.47 acres
Streets: No new streets are proposed by the subdivision, the two lots have existing street frontage on Christy Drive.
Sanitary sewer easements adequate to serve both lots are shown on the subdivision plat. Stormwater drainage
easements are also shown on the subdivision plat.
Staff Recommendation
Staff recommends approval of the subdivision plat subject to comments and technical corrections by the Engineering
Division.

ENGINEERING STAFF RECOMMENDATION-
Recommendation of approval, subject to minor technical corrections to the plat.
Infrastructure Summary
* Infrastructure exists to serve the subdivision. Streets, storm sewers, sanitary sewers, a detention
basin, street lights, and fire hydrants exist to serve the subdivision. No new improvement plans
are necessary for the subdivision.
Storm Water/Erosion Control
* Storm water and erosion control plans will be reviewed as part of future site plan development
for the proposed lot. A detention basin exists for the entire development. This may be replaced
with an underground facility(to be privately maintained)during site plan development.
Sanitary Sewer
* The development is served by sanitary sewer.
Sidewalk
* Sidewalk will be required as a part of site plan development for the proposed lot.
Streets /Traffic Impact
* Christy Drive is a two (2) lane outer roadway for U.S. Highway 54, no parking allowed.
* Health Court has been vacated as a public right-of-way and will now be a private street/
driveway to serve the proposed lot.
