SUMMARY STATEMENT:
The applicant has submitted an application for a zoning map amendment for an existing .25 acre parcel owned by
the St. Luke's McCall Hospital that would change the zoning from R4 to Civic. The subject property is a part of an
auxiliary parking lot on the south side of Forest Street, across the street from the primary hospital parking lot. The
parking lot in question spans two parcels (one is zoned Civic and the subject property is zoned R4.) The applicant is
requesting that the property be rezoned to match the actual land use. The proposal is in conformance with the
McCall Area Comprehensive Plan's Future Land Use Plan.
At a regularly scheduled meeting on February 2, 2010, the McCall Area Planning and Zoning Commission
recommended the application for approval by the City Council, contingent upon the applicant entering into a
Development Agreement with the City. At the February meeting the Commission recommended that a second
public hearing was not necessary. At a regularly scheduled meeting on March 25, 2010 the City Council approved
the presented Development Agreement, with modifications, and approved the presented Findings and Conclusions.
The Council did not adopt the ordinance.
After the meeting, the applicant determined that the approved Development Agreement was not acceptable and
would need modification. The applicant's attorney sent a new version of the Agreement to the City Attorney. The
changes were acceptable to the City Attorney and staff. This revised Agreement is now before the Council. The full
land use file is available at City Hall, 216 E. Park Street, McCall, Idaho 83638, during normal business hours.
