Work Session - Call to Order – 5:30 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, July 6, 2021, at the City Hall Council Chambers.
Mayor Berner called the meeting to order at 5:31 PM. Upon roll being called the following members were
present: Jim Bartels, Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann. Others present City
Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Schnedler.
Second by Bartels.
All ayes, agenda approved.
C. Discussion and Update of Tiffin Rec Fest
Discussion: Deputy City Clerk Brianna Wilkerson discussed the update to the expenses.
D. Discussion of Future Law Enforcement Protection for the City of Tiffin through the Johnson
County Sheriff’s Department – Sheriff Kunkel
Discussion: Sheriff Kunkel presented an idea for the future path for the City of Tiffin.
Travis Weipert, a resident of Tiffin, is in full support of the model that Sheriff Kunkel presented and
stated the Sheriff’s Office does a wonderful job in our town.
James Christensen, a resident of Tiffin, would like to see Tiffin hiring a private security or our own
department anything other than the county sheriff, feels it would be more beneficial to the community.
Ed Kouba, a resident of Tiffin, liked the idea of hiring an agency to see which direction the city should
go.
Skylar Limkemann exits at 6:41 PM returns at 6:52 PM.
E. Discussion of Ordinance Change to allow small Storage Units in Residential Zones
Discussion: Building Official Brian Shay discussed the advantage of storage units in residential zones.
F. Questions from Council Members regarding items on the Regular City Council Agenda

Mayor Berner recused himself from the discussion.
Motion to approve Consent Agenda which includes City Council Minutes, Liquor License and Cigarette
Permit by Olney.
Second by Schnedler.

1. Resolution 2021-048 – A Resolution Setting the Date of July 20, 2021, for a Public Hearing to
Amend the Tiffin Zoning Ordinance No. 2007-287, Section 9.05, Accessory Buildings and
Structures, to allow Pre-fabricated Garden Sheds of less than 100 Square Feet in a Side Yard.

Fill Station and Council Action as Needed. Motion to approve by Havens.
Second by Schnedler.
All ayes, motion carried.
4. Discussion and Consideration to Approve Purchase Agreement for a 60-foot Access at 480
Roberts Ferry Road, Tiffin, Iowa and Council Action as Needed. Motion to approve by Bartels.
Second by Limkemann.
All ayes, motion carried.
5. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code
Chapter 21.5(j) for Potential Real Estate Purchase by Limkemann.
Second by Havens.
Roll Call: Olney, Schnedler, Bartels, Havens, Limkemann.
Motion to adjourn from Closed Session into Regular Session by Olney.

1. Mayor’s Report – Discussion: Mayor Berner presented the comments from the newsletter. The
general overview was that the roundabout needs a little more landscaping.

with the attorney for 101 Summerhays Street regarding ownership. Speed trailer is being used in
another community for two weeks. New courts have been completed at Potter Park. Curb and
th
Gutter for phase 2 of the original town project to begin the week of July 12.
