SUMMARY STATEMENT:
The applicant has submitted applications for a beach club on the combined properties of 607, 609, and 611
Owen Dr. The beach club would serve as a daily amenity for Whitetail members as well as an event
location. The applicant has proposed usage numbers for inside the structure and outside the structure
during both regular and event use. An existing private residence would serve as the beach club structure;
new construction on the property would consist primarily of a new parking lot and a new fire pit and patio
towards the lake.
A complete discussion of the procedural history of the project is available in the attached staff report, but
most recently, at a public hearing on April 5, 2011, the Planning and Zoning Commission recommended
CUP-10-07 for denial by the City Council. The Commission's Findings and Conclusions indicate the
reasoning for the recommendation for denial as well as those steps that the applicant could take to gain
approval. There has been extensive public comment on this project both during public hearing and
otherwise submitted. The entirety of the received public comments received is included in the agenda bill
packet.
At the May 12 Council meeting, there was a request for some additional information about the zoning,
parking requirements, and the status of Owen Drive. The complete land use file is not attached as it was
provided at the May 12 meeting but it is available for review during normal working hours in the Community
Development Department located at the McCall City Hall, 216 East Park Street, McCall, Idaho 83638.
RECOMMENDED ACTION:
1. Hold the Public Hearing
2. Discuss the CUP-10-07 on the basis the Conditional Use Permit criteria and direct staff to prepare
Council Findings and Conclusions.
