The grant agreement with the OER specifies a cost share provision for each private building owner for 30 percent and the grant provides 70 percent of the total project cost. The Airport Manager's cost share requires a 15 percent City match with 85 percent that is grant funded. The City Attorney has prepared the attached Solar Energy Project Contract partner agreement detailing the private partner cost share provision and it has been reviewed by staff for compliance with the OER contract. The solar energy contractor, Aurora, has been working with each REEZ partner to design each system and will provide the City of McCall and the partner with the final design, specifications, and cost estimate. Once this is provided and approved, the City will execute the partner agreement which includes the requirement of the 30 percent partner cost share to be submitted to the City and held in trust until the system installation is completed and accepted by the owner and the City. The City will then pay Aurora the total cost of the installation including the partner's share and the remaining 70 percent of the project cost that is grant funded. Because the installations will be happening sequentially, it is requested that the attached agreement be approved by the Council as the contract template, and authorized the Mayor to sign the individual contracts so that the partner agreements may be executed promptly as each project's design and cost estimate is completed, in order to expedite the completion of the REEZ solar project. RECOMMENDED ACTION: Approve the Solar Energy Project Contract as a form, authorize finalize the agreement with each private partner, and authorize the Community Development Director to documents. the Mayor to sign all necessary RECORD OF COUNCIL ACTION MEETING DATE ACTION
