SUMMARY STATEMENT:
The City of McCall applied for and was awarded Certified Local Government funding to hire a consultant
to assist the City in developing a Historic Preservation Plan. Funding was recently approved by the
National Park Service, and the State Historic Preservation Office (SHPO) has notified the City of McCall
that the project may proceed. Staff contacted John Bertram of Planmakers regarding the project and Mr.
Bertram has submitted a proposal to prepare the Preservation Plan (attached). Planmakers was
recommended by SHPO staff as a qualified consultant. Consultants chosen for CLG projects must be on
the Idaho State Historical Society's list of qualified consultants. The Historic Preservation Commission
reviewed Planmaker's proposal and recommends entering into an agreement with them for the work.
The CLG grant requires that the grantee provide 50% of the total project cost in either cash or in -kind
services. The grant funding is $3500, and it is anticipated that the total cost of the project will be the
consultant fee of $3500 plus the value of City staff time, mapping, and HPC volunteer time. There is
funding identified in 10-48-150-465 to be applied to the cash match; the balance will be contributed in
staff time, volunteer time, and mapping services.
RECOMMENDED ACTION:
Approve the proposal submitted by Planmakers for the development of a Historic Preservation Plan for
the City of McCall and authorize the Mayor to sign any necessary documents.
