The actual grant offer may be more or less than this amount. The apparent low bidder for the building is SE/Z Contractors from Idaho Falls in the amount of $427,040 including Add Alternate A. There were four other bidders and their bids are detailed in the attached bid summary. We have been in contact with SE/Z and have started contract preparation. We want the grant in hand before we have them sign the contract. It is likely that the contract with SE/Z will be ready for City Council consideration on June 23, 2011. There should be adequate construction season time to finish the building before winter. At this time, FAA intendeds to fund the low bid for the Snow Removal Equipment Storage Building, add alternate A and the associated costs for water and sewer connection, and professional services. In late May, Congress passed another extension of the Airport Improvement Authorization which lasts until the end of June. The Airports District Office was not able to program funding for this project until after we opened bids in mid May, and until Congress passed this latest extension. This cycle of grant offers will have to be fully accepted, signed by the Mayor, reviewed by the City Attorney, and back to FAA by Friday June 24. While this may seem extraordinary, it has become an unfortunate routine in airport business over the past several years. RECOMMENDED ACTION: Accept the grant offer for AIP 3-16-0023-020 from FAA and authorize the Mayor and City Attorney to sign all necessary documents. RECORD OF COUNCIL ACTION Meeting Date ACTION
