A standby shift for all working days is
hereby fixed as a duty perioct extending
from 4 p,m, to 8 a,m. of tYie iollowing
day. From 8 a.m, on Saturdays, Sur!days
and holidays to 8 a.m, o£ the fo7yowing
day shall be considered as two (2) stand-
by shifts. All employees during the
period they are scheduled for such dut,y
shall perform such services s.s may be

For those employees under the basic five-step salary plan,
the beginning salary shall be at Step "A" or the lowest saiary shown
for the position. However, where circumstarices so warrant, appoint-
� ment may be made at other than the first step, c�r. after appointment,
an intermediate step may be skipped when r•ecommended by the City
Manager. Increases throughout the remairider of the steps snall be
given upon recommendation of the department head and approval of the
City Manager until the highest or top step is reached. Step raises
shall generally be at six month intervala frorii �Y�e eifective date of
employment commencing on the next succeedin�; pay pe:riod date from the
actual annivex°sary date.
The city does not pay for overtime work except 1) off-duty
court time by police officers below the rank of lieutenant, and 2) J W �
emergency overtime pay on a shift-pay basis in the Police and Fire
Departments when the line operating force is reduced by layoff, re-
signation, or retirement. Said overtime pay to be granted only upon
approval of the appointing authority.
Of£-duty court time sha11 be compensated for at the regular
rate of pay up to a maximum of 60 hours for each six-month period.
For pay purposes periods shall regularly commence on June lst, and
end November 30th, beginning anew on December lst and ending May 31st.

The Police Chief shall furnish the City N�nager monty�i.J reports show-
_ ing the distribution of such overtime.
When ai.y other overtime work is necessary, such overtime
may be compensated for by time off at the discretion oF the depart-
ment head.
Section 3 . That the compensation for officers and employees
in the various classifications not included in the basic five-step

a more efficient manner, a system of premium pay, oVer ar.d above
established>
?remium pay is allowable for completed coi�.rae� o.f approved
sub,jects at accredited schools and is fixed at $1,00 per month for
each semester hour of work satisfactorily completed by the employee.
Maximum premium pay is fixed at $40.00 per mo�th.
A semester hour� is defined as one hour of' c:;.aesroom work
per week for one semester of 18 weeks, plus nece�aax°y outsi.de study,
All courses of study must have prior approval by the department head
and City Manager in order to receive premium credit,
Accredited schools are herein defined as col.leges, junior
colleges or universities or such other institutions as may be approved
by the City Manager.
Suitable written certification from th.e .soY,00l snowing satis-
factory completion of each course shall ?�e suk�mitf.ew tc+ t}.e _ersonnel
Officer for personnel records, Premium pay w�:.l commerce the First
pay period after the firet_ of_the month_following.the_ submission_of_ �__-..
the written certification.
The city will contribute 50/ of the cost of tuition where
the cost of such tuition exceeds the sum of $10.00 per semester course
while the employee is accruing the $#0.00 per month maximum premium
pay,
mhe provisions of this section do not apply to hourly
employees or employees undertaking an approved course between the
hours of' 8 a,m, and 5 p,m., Mondays through Fridays.

'� � Section 6. Blue Cross Paymenta The city will contribute the
employee's Blue Cross coverage in the following amounts;

If desired, the employee may obtain covex°age for members of his family.
Such premium shall be borne by the employee and payment will be made
by payroll deduction,
