SUMMARY STATEMENT:
The Public Works Department requires two Loaders and one Grader for winter snow removal. Bids were
solicited (CESCO, Western States, Arnold Machinery and Burks Tractor) for rental of this equipment. The
bids asked for each company to provide monthly rental rates for all three pieces of equipment. The only bid
received was from CESCO. The CESCO bid was for $13,445 total per month. Last year we paid CESCO
$11,000 per month. Any hours over 100 hours/month will be charged at standard hourly rate for each piece
of equipment. The rental term begins November 1, 2011 and is a month -to -month rental for each piece of
equipment. We anticipate needing all three pieces of equipment for five months.
Public Works recommends awarding the 2011-2012 Winter Snow Removal Equipment Rental contract to
CESCO. Specifically, the CESCO bid was $3,875 for a 624 Loader, $4,975 for a 644 Loader and $4,595 for
a 772 Grader. The loaders come equipped with snow buckets and the grader comes equipped with a snow
wings. The large 644 Loader will also be equipped with a third hydraulic valve. This third valve is needed
to run a "snow gate." Public Works would like to evaluate the effectiveness of the "snow gate" this coming
winter. A sample rental agreement is attached and Bill Nichols is reviewing.
RECOMMENDED ACTION:
Approve rental of winter snow removal equipment from CESCO, and authorize the Mayor to sign all
necessary documents.
