Home My Public Portal About2019-082 Resolution Modifying the PWMD Public Work FeesResolution 2019-082 A RESOLUTION MODIFYING THE PUEBLO WEST METROPOLITAN DISTRICT PUBLIC WORKS FEES PUEBLO WEST METROPOLITAN DISTRICT WHEREAS, the Pueblo West Metropolitan District is empowered by §32-1-1001, C.R.S. to fix and from time to time to increase or decrease fees for services furnished by the District; and WHEREAS, the Pueblo Metropolitan District, through its Public Works Department, provides access permits and right of way use permitting to the public for a fee; and WHEREAS, from time to time, the District reviews the fees charged to the public to ensure these services are being provided in a fair and equitable manner; and WHEREAS, Public Works' staff have reviewed the current fee structure and has proposed increases in fees to fees in the amounts attached hereto; and WHEREAS, the Board of Directors has reviewed the proposed Public Works Department increase in fees, as attached hereto, and believes it is the best interest of the District to approve the requested fees to be placed on the District's website in an easily searchable location and format. Through this agreement, the District is essentially responsible for maintaining public right-of-way in accordance with roadway standards within the District boundary. These contractual obligations include, but are not limited to managing access permits, right-of-way use permits, drainage issues and roadway maintenance. Fees are currently assessed to cover the costs of the inspection services provided through the permit program. BACKGROUND: The Fleet Department has researched the operational and maintenance cost of vehicles that are utilized for the permitting program over that last three years. As a result, we have determined that a slight increase in base fees are needed to cover the equipment costs associated with the program. These increases will generate additional revenue that will maintain program self- sustainability. Additional modifications to the fee schedule include revisions to unit and/or unit prices associated with detention ponds, culverts and miscellaneous inspection fees that are not anticipated to significantly increase fee revenue, but to more easily determine the amount of the required fees in the field. FINANCIAL IMPLICATIONS: None RECOMMENDATION: Staff recommends the approval of this resolution to maintain the self-sustainability of the permitting program.
