CALL TO ORDER Chairman Vizcarra called the Community Redevelopment Agency Meeting to order at 8:43 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Member - Arrighi, Capra, Wong, Zovak, Vizcarra Member -None ALSO PRESENT: Executive Director Cole, Agency Counsel Martin, Assistant Executive Director Dawson, Agency Secretary Flandrick 3. CEREMONIAL MATTERS — None 4. PUBLIC COMMENTS — None 5. CONSENT CALENDAR Councilmember Arrighi moved to approve the Consent Calendar, seconded by Councilmember Capra and unanimously carried. A. ADOPTION OF RESOLUTION NO. CRA 03 -803 — APPROVAL OF PAYMENT OF BILLS Adopted Resolution No. CRA 03 -803, a RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $76,100.00 DEMAND NOS. 3099 TO 3100. 6. UNFINISHED BUSINESS — None 7. NEW BUSINESS A. PUBLIC HEARING — PROPOSED BUDGET FOR FISCAL YEAR 2003 -2004 Executive Director Cole presented the proposed budget for Fiscal Year 2003 -2004. Pursuant to Section 901 of the City Charter, the Agency Members are required to conduct a public hearing prior to the adoption of the proposed budget. The public hearing will allow the Agency to hear testimony presented by any interested person. Chairman Vizcarra opened the public hearing. Lieutenant Sheila Sanchez, City Liaison for Temple Station, referred to the action taken by City Council at their May 12, 2003 meeting regarding funding of a Community Services Officer (CSO) for fiscal year 2003 -2004. Lt. Sanchez stated, with increased redevelopment activity and parking limitations in the downtown area, there were not enough officers to commit to Temple City parking restrictions. Without a CSO, the situation will get worse. The Sheriffs Department has been working diligently to find a good person for this position and there is now a person who has passed the background check and is merely waiting for authorization from the Sheriffs CAO. Lt. Sanchez noted she wanted Council to be aware if Temple City does not fund this position at this time, there is a possibility that the City of Rosemead will hire this person. Executive Director Cole reiterated that Council deliberated this item at their meeting of May 12th and chose to preserve those positions that were currently filled, delaying consideration of filling vacant positions until the impacts of the state budget were known. Agency Minutes June 3, 2003 Page 2 Lt. Sanchez answered questions of Council, and, after further Council discussion, consensus was reached to bring this item back on the next Council agenda. (The above testimony was in reference to a City Council action. There were no speakers for the subject public hearing item — 7A). Hearing no requests to speak, either for or against this item, the public hearing was closed. The proposed Community Redevelopment Agency budget for fiscal year 2003 -2004 was referred to the meeting of June 17, 2003 for final adoption. 8. COMMUNICATIONS — None 9.
