Smith, owner of the real estate hereinafter described, having submitted to the City Council a Preliminary PUD Plan of said real estate, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: Lot 11 of Smith Place Addition, Section 2. Containing in all approximately 0.98 acres. WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with, as said property owner submitted to the Planning and Zoning Commission and City Council a Preliminary PUD Plan for the above referenced property. Request filed by Tom Smith, property owner, on behalf of Jason Lale, applicant, for a Preliminary PUD Plan to construct a 2 story medical office building containing 6,030 square feet. The property consists of approximately 0.98 acres and is located on the southern side of West Truman Boulevard approximately 1,200 feet east of Constitution Drive. The property is described as Lot 11 of Smith Place Addition Section 2, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant) Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request and explained that this is a continuation of infill development on West Truman Boulevard. He stated that the proposed facility would consist of a two-story medical office building. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report and explained that one half of the building will be utilized as a medical office and one half of the building will be utilized as a traditional office. He stated that the PUD Plan indicates one monument style sign to be located near the front of the building, as well as, one building mounted sign. Mr. Barron explained that the maximum size of each sign is not to exceed 100 square feet. He stated that the PUD Plan identified an underlying zoning district of C-O Office Commercial for the purpose of establishing • allowed uses on the property. He stated that the existing tree line, along the creek, will remain in place and only be slightly disturbed in order to install the connection for the stormwater facility. Mr. Wade stated that a fire hydrant should be shown on the site plan and installed in conjunction with the development of this project. Mr. Bickel moved and Mr. Nunn seconded to recommend approval of the Preliminary PUD Plan for 3421 West Truman Boulevard, to the City Council subject to the following conditions: 1. The underlying zoning district shall be established as C-O Office Commercial for the purpose of determining allowed uses; 2. Compliance with the recommendations and technical corrections of the Engineering Division. Nature of Request The applicant requests approval of a Preliminary PUD Plan for 3421 West Truman Boulevard consisting of a medical office building containing 6,030 square feet and a parking lot containing 25 spaces. Location The subject property is located on the southern side of West Truman Boulevard approximately 1,200 feet east of Constitution Drive. One half of the building will be utilized as a doctors office and one half of the building will be utilized as a traditional office. This results in a parking requirement of 25 spaces. The PUD plan meets this requirement with a total of 25 parking spaces. Permitted Uses: The PUD Plan identifies an underlying zoning district of C-O for the purpose of establishing allowed uses on the property. The floor area ratio of the development is 14%(6,030 square feet over 0.98 acres). Access/Traffic: One driveway entrance off of Truman Boulevard is proposed by the PUD Plan. Building Design: The building note on the PUD Plan indicates that the building will be a two story building with exterior finishes consisting primarily of brick, dryvit, and glass with an architectural shingle style roof. Landscaping: The PUD Plan indicates that the required parking lot landscaping will be met with 8 trees. • Signs: In PUD districts, the location, size and character of signs shall be established by the Commission and Council during site plan review and approval.The PUD Plan indicates that a monument style sign(maximum size 10' by 10') with a brick and dryvit base and exterior lighting will be located adjacent to the driveway entrance. Infrastructure Summary * Infrastructure exists in the vicinity.New sidewalk is planned along West Truman Blvd. Storm water detention will not be required, as it was not planned with the original development of the site. Sanitary sewer service exists for the property. Storm water will be directed to the creek area in back of the property. The existing tree line along the creek(riparian corridor) will remain and only be slightly be disturbed to install the drainage flume. Site Plan Summary • Storm Water/Erosion Control * A grading, storm water and erosion control plan will be needed with the final plan. Sanitary Sewer * The existing development is served by sanitary sewer from the main serving the subdivision. Sidewalk * A five (5) feet sidewalk is proposed along West Truman Blvd. Street Access /Traffic Impact * One(1) drive entrance is proposed onto Truman Blvd. Sight distance is adequate for this entrance and will need to be quantified on the final plan. No other access is being proposed for the site. * West Truman Blvd. is considered an arterial roadway. * West Truman Blvd. is a two(2) lane road with a center turn lane, no parking allowed. Fire Hydrants/Street Lights • * Facilities are proposed but not yet installed along West Truman Blvd. A fire hydrant is proposed along the frontage of this property. I have two thoughts on this new development. First, I look around town and see all the unused buildings and find it difficult to justify the need for additional buildings. We have already leveled and prepared so much land for development that has never happened, that I can't see why we need to do more. Let's use the empty buildings that exist and develop the lands that have already been destroyed. Second, if this new building must take. place why not design it in keeping with the existing, one story buildings that are already in this section of West Truman. Or, perhaps try to fill the medical office buildings that are currently seeking tenants. I certainly hope that we "plan" carefully for the future of our city, and don't lose the beauty of our open, undeveloped spaces by replacing them with bulldozed scars.
