CITY COUNCIL
MINUTES
APRIL 3, 1984
INITIATION:
1. CALL TO ORDER:
Mayor Gillanders called the regular meeting of the City Council to .
order at 7:30 p.m. on Tuesday, April 3, 1984, in the Council Chamber
of the City Hall.
2 The invocation was given by Reverend Robert G. O'Kane, First United
Methodist Church, 5957 N. Golden West.
3. The Pledge of Allegiance to the Flag was led by Mayor Gillanders.
4. ROLL CALL:
Present: Councilmen - Atkins, Dennis, Swain, Tyrell, Gillanders
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Planning
Director Shaw, Parks and Recreation Director Kobett,
and Julie Estrada, Temple City Times.
5. CONSENT CALENDAR:
Councilman Dennis requested Item B(3) be removed from the Consent
Calendar and at the request of the property owner Mayor Gillanders
removed Item C(1). On motion by Councilman Atkins and seconded by
Councilman Tyrell all other items on the Consent Calendar were
approved as recommended.
A. APPROVAL OF MINUTES - Regular Meeting of March 20, 1984.
Approved as written.
B. RECOMMENDATIONS FROM PARKS AND RECREATION MEETING - 3/21/84
(1) REQUEST FOR USE OF TEMPLE CITY PARK TO CONDUCT A HEALTH
AND SAFETY FAIR - QUOTA CLUB OF TEMPLE CITY
Approved use of a portion of Temple City Park to conduct a Health
and Safety Fair by the Quota Club of Temple City on Saturday, May
19, 1984, from 9 a.m. to 5 p.m. subject to the required Certifi-
cate of Insurance and adherence to established rules for use of
the Park.
(2) REQUEST FOR USE OF FACILITIES AT LIVE OAK PARK - SEQUOIA
UNION SCHOOL DISTRICT
Approved use of Live Oak Park for May 16 -18, 1984, by the Sequoia
Union School District for a field trip subject to the usual
Certificate of Insurance.
(4) REQUEST FOR USE OF LIVE OAK PARK - TEMPLE CITY AMERICAN
YOUTH SOCCER ASSOCIATION
Approved use of Live Oak Park by the Youth Soccer Association for
their fall and winter season; use of the Meeting Room for regis-
tration; and use of the Craft Room for a Referees Clinic all as
outlined in staff memo of March 22, 1984, and all subject to the
usual insurance requirements.
(5) REQUEST FOR USE OF LIVE OAK PARK - TEMPLE CITY YOUTH FOOTBALL
Approved use of Live Oak Park by the Temple City Youth Football
for Little League practice and use of the concession stand during
their football season from August 6 through December 3, 1984,
subject to the required certificate of insurance.

C. RECOMMENDATIONS FROM PLANNING COMMISSION MEETING
(1) PLANNING COMMISSION ACTION
Approved and filed memo from Planning Commission relating to
action taken at their regular meeting held March 27, 1984.
D. REQUEST FOR PARTIAL PAYMENT - LIVE OAK PARK IMPROVEMENTS (D.D.
Bennett Construction Co.)
Authorized partial payment of $18,235.81 to D. D. Bennett for
work completed under the contract.
E. SUMMER YOUTH EMPLOYMENT PROGRAM
Authorized staff to implement the Summer Youth Program and
appropriated $600 inthe 1984 -85 fiscal budget.
F. SET PUBLIC HEARING - STREET IMPROVEMENTS, GREEN STREET, NORTH
SIDE, 10039 TO 10119 GREEN STREET (Pursuant to Chapter 27, Im-
provement Act of 1911, Streets and Highways Code)
Accepted petitions requesting the construction of street improve-
ments; adopted Resolution No. 84 -2252 A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF TEMPLE CITY DECLARING ITS INTENTION TO
CAUSE CONSTRUCTION OF CERTAIN IMPROVEMENTS PURSUANT TO THE PRO-
VISIONS OF SECTION 5870 ET SEQ., OF THE STREETS AND HIGHWAYS CODE
OF THE STATE OF CALIFORNIA, and set public hearing for May 1, 1984
and instructed Superintendent of Streets to notify the property
owners of the public hearing.
G. SET PUBLIC HEARING - ASSESSMENTS FOR STREET LIGHTING IMPROVEMENTS
CAMELLIA AVENUE, SPARKLETT STREET TO LA ROSA DRIVE (Pursuant to
Chapter 27, Improvement Act of 1911, Streets and Highways Code)
Accepted the installation of four street lights on Camellia Ave-
nue between Sparklett Street and La Rosa Drive; set public hearir
for May 1, 1984, to approve assessments; and instructed the
Superintendent of Streets to so notify the property owners.
H. STREET LIGHT CONVERSION - PHASE IV: PORTIONS OF CITY -OWNED SYS-
TEM, BOUNDED BY ENCINITA AVENUE, PRIMROSE AVENUE, GARIBALDI
AVENUE, AND LIVE OAK AVENUE - Approval of Plans and Specifications
Approved plans and specifications for Phase IV of the Street Light
Conversion Program; approved Calendar of Events; authorized City
Manager to sign; and authorized staff to solicit bids.
I. APPROVAL OF AGREEMENTS - LANDSCAPE MAINTENANCE OF PRIVATE MALL
PARKING LOTS: Security Pacific National Bank, Lloyds Bank of
California, and American Savings and Loan
Approved agreements with owners of private mall parking lots for
landscape maintenance at the rate of $180 per year, and authorized
the Mayor and City Clerk to sign.
J. APPEAL OF A DECISION BY THE PLANNING COMMISSION APPROVING A RE-
QUEST FOR A CONDITIONAL USE PERMIT TO ALLOW A CHURCH IN AN R -3
ZONE FOR PROPERTY AT 5561 SULTANA AVENUE
Set public hearing for April 17, 1984, on subject appeal.
K. RECREATION STORAGE SHED FOR LONGDEN SCHOOL PLAYGROUND
Authorized purchase of portable equipment shelter for installa-
tion at Longden Playground in the sum of $985 and amended the
adopted budget by transferring funds from Account 8249 to
Account 8286.
L RESOLUTION NO. 84 -2246 EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 84 -2246 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPOINTING PERSONNEL.

OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM
OF $32,017.59 DEMAND NOS. 7405 THRU 7458.
CONSENT CALENDAR ITEM B(3) REQUEST FOR USE OF LIVE OAK PARK PICNIC
SHELTERS - LOS GAT.OS SOCCER CLUB
Councilman Dennis inquired if the entire picnic shelter would be
used and if the group requesting it was affiliated with AYSO in
Temple City.
Parks & Recreation Director Kobett stated the nature of the use in-
volved the all -star team which is made up of the cities in San Gabriel
Valley including Temple City. The Club will be hosting different
activities in various cities in an effort to raise funds to offset
the expenses of the team going to Hawaii on a good will playing tour.
Councilman Tyrell moved to approve the request for the Los Gatos
Soccer Club to conduct a fund raiser picnic at Live Oak Park on
Sunday, April 29, from 10:00 a.m. to 5:00 p.m. subject to the re-
quired certificate of insurance and adherence to established rules
for use of the park, seconded by Councilman Dennis and unanimously
carried.
CONSENT CALENDAR ITEM C(1) PROPERTY NUISANCE CASE NO. 84 -110 (.5032
Rosemead Boulevard)
Barry Waldrep, 5032 Rosemead Boulevard, requested a total of 90
days to clear his yard which would include the stacking of pipe and
fence materials in racks and the repair or removal of inoperative
vehicles.
Councilman Tyrell moved to defer final action on Property Nuisance
Case No. 84 -110 to the meeting of May 1, 1984; in the interim,
pursuant to authorization from the property owner, the. Planning
Department would video tape the premises at this time and again in
approximately 30 days to determine if progress has been made, seconded
by Councilman Atkins and unanimously carried.
6 UNFINISHED BUSINESS:
None.
7. NEW BUSINESS:
A. PROPOSED ORDINANCE AMENDMENT TO SECTION 82 -3 OF THE ELECTRICAL
CODE - RE: RADIO CONTROLLED RELAYS ON PRIVATELY OWNED AIR CON-
DITIONING EQUIPMENT
City Manager Koski presented background information stating this
ordinance pertains to modification to the electrical code which
would allow radio controlled relay equipment to be installed by
Southern California Edison Company without going through a permit
procedure and would expedite the implementation of this voluntary
program.
Council requested staff to obtain a written report from Edison speci-
fying the kinds of personnel the subcontractors are (i.e., if they
are licensed electrical contractors, etc.); by what means they are
selected by Edison; how Edison will assume responsibility for the
devices involved; and in what form the responsibility is to be
manifested.
City Attorney Martin introduced Ordinance No. 84 -547 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING SECTION 82 -3 OF
THE ELECTRICAL CODE RELATING TO RADIO CONTROLLED RELAYS ON PRIVATELY
OWNED AIR CONDITIONING EQUIPMENT INSTALLED BY SOUTHERN CALIFORNIA
EDISON COMPANY for first reading by title-only.

Councilman Tyrell moved to waive further reading; set public hearing
for May 1, 1984; and requested a written response from SCE, seconded
by Councilman Dennis and unanimously carried.
8. COMMUNICATIONS:
A. Mayor Gillanders read a letter from Interim Fire Chief Englund
regarding the retirement of Fire Chief Clyde A. Bragdon, Jr.
Staff was directed to send a letter of appreciation for the many
hours of service and dedication he has provided for the safety
and protection of our community.
B. Mayor Gillanders presented a Proclamation proclaiming the week
of'May 11 -18, 1984, as Child Passenger Safety Week emphasizing
the need to restrain young children in vehicles.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Bobbie Walker, 9511 E. Las Tunas Drive, wanted to clarify that the
Health and Safety Fair is being held at Temple City Park rather than
Live Oak Park.
RECESS TO CRA:
At this time, Council recessed to meet as the Community Redevelopment
Agency, approved the minutes of the regular meeting of March 20, 1984;
approved the signage for Home Savings of America; and approved the
Warrants and Demands. The minutes are set forth in full in the records
of the Agency.
RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS

A. Councilman Tyrell stated that he, along with Councilwoman Swain,
will be meeting with representatives from Contract Cities and
the Sheriff's Department in connection with the alleged diffi-
culties between the cities and the departments for the purpose
of demonstrating to these cities how a good relationship (such as
Temple City enjoys) can be established between the Sheriff's Depart-
ment, its functions and the cities themselves.
B. Councilman Dennis requested that the City Attorney and City Manager
determine who the governing authority is regarding the alleged mis-
use of utility poles regarding political signs, and a determina-
tion if this a violation.
12. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman Dennis, the
meeting adjourned at 8:00 p.m. Next regular meeting of the City
Council will be held on May 1, 1984, in the Council Chamber of the
City Hall,
