the area and were looking for a special events coordinator under a public rela-
tions firm. Nine people and firms had expressed interest. From these she be-
lieves Hank Meyer's firm would be the best as he has an excellent reputation
and staff and is familar with Bal Harbour. His fee is $4,000 a month and she
recommends a six month contract. He would coordinate with the Resort Tax
Advisory Committee. We have money available. Mr. Sherman said the Committee
had a meeting yesterday and most properties recommended negotiating with Hank
Meyer. It was moved by Mr. Taplin, seconded by Mr. McKeehan and unanimously
voted that Bal Harbour enter into a contract for six months with Hank Meyer
Associates, Inc. and to see if he would lower his fee.
Mrs. Miller said Mr. Martinez, electrical engineer, had checked the
Collins Avenue lighting and said we need three more light poles. Two at the
Sheraton and one at the Sea View. We can do this with our own staff.

The Manager reported that St. Francis Hospital had sent their mobile unit
thirty five employees had taken advantage of their checking blood pressure
for glaucoma.
Mr. Sherman said that the second annual Beautification Dinner would be
held at the Sea View Hotel on April 3rd and Ralph Renick would be the Master
of Ceremonies.
Mr. William Whitman said that the government mail box at the Yacht Club
has rusted out. Also that Bal Harbour is a Bird Sanctuary and the crows are
doing away with all our song birds. Mayor Sherman asked Mr. Whitman to work
with Mrs. Miller on this problem.
Mr. Weiss said he would like to introduce Ms. Andrea Karns, an attorney
in the firm who has been doing some of Bal Harbour's work.
On motion of Mr. Taplin, seconded by Mrs. Antiles the meeting was ad-
journed at 11:22 A.M.

March 25, 1986
Mayor
The Council of Bal Harbour Village met Tuesday, March 25, 1986 at 9:30
A.M. in the Village Hall.
Present: Mrs. Antiles and Messrs. Laikin, McKeehan and Taplin
Absent: Mr. Sherman
Also present were Louise Miller, Village Manager; Mary Wetterer, Village
Clerk; and Richard Weiss, Village Attorney.

On motion of Mrs. Antiles, seconded by Mr. Laikin and voted the minutes
of February 25, 1986 were approved as submitted.
Mr. Weiss suggested that the February 25,1986 minutes should reflect that
the Mayor opened the Public Hearing on the assessment roll and asked for any
comments from any tax -payers present. On motion of Mr. Laikin, seconded by
Mrs. Antiles and voted the minutes were approved as amended.
Mrs. Miller said that Mr. Matt Mathes from Reynolds, Smith and Hills
has not arrived and asked that the Public Hearing be held after his arrival.
Mr. Louis Brandt said he objects to the proposed demolition ordinance
as it applies only to his hotel. He feels this is unconstitutional and also
objects to the time limits. Mrs. Miller said the time limit should indicate
working days. It was the opinion of the council that the time should be one
hundred working days, no Saturday or Sundays. The change was accepted on
motion of Mr. McKeehan, seconded by Mrs. Antiles and unanimously voted. The
Village Clerk read the proposed ordinance in full. On motion of Mr. McKeehan,
seconded by Mrs. Antiles and unanimously voted
Ordinance No. 277
was adopted.
Mr. Taplin said Mr. Mathes had arrived and called the Public Hearing
to consider the Comprehensive Plan update to order. Mr. Mathes said the State
review of the Comprehensive Plan noted that our Plan lacked a policy statement
for Aggregate Congregate Living Facilities. It was suggest that inasmuch as
there is no property available and no need for such homes in Bal Harbour that
Mr. Mathes ask the State to exempt us from this provision. Mrs. Miller said
the Plan also needs a Capital Improvement element, which might be able to be
done in house. As there were no comments from those present in the audience
on motion of Mrs. Antiles, seconded by Mr. Laikin and unanimously voted the
updated Comprehensive Plan as prepared by Reynolds, Smith and Hills was adopted
by Resolution No. 306.
Mr. Taplin said the Mayor hasworked out a plan for the Sun Bank to remove
the parking meters north of the bank and contribute $250,000 toward the mini -
park. Mrs.Miller said that the village attorney is making sure all details
are in place so the bank can remove the meters and contribute to the project.
Mr. Bobby from Bal Harbour Shops questioned the liability of the village for
a park. Mrs. Miller said this would be a passive type park.
Ms. Wetterer explained that she had contacted a firm that would index
our council minutes from 1946 to the present for $8,000. Part of this money
is budgeted in this year and some in the previous budget, but not allocated
for encumbering. The index will be in loose leaf form and updated every six
months. It was moved by Mr. McKeehan, seconded by Mrs. Antiles and unanimously
voted to contract with Inovative Indexers in Tallahassee, Florida to index
the council minutes.
Mr. Taplin said a Newsletter is being sent out to all taxpayers con-
taining a postcard to respond on whether you favor gambling in Florids and/or
in Bal Harbour. Mr. Taplin said it is important to get the residents views
before it is voted on.

Mr. Weiss explained that provisions of the Dade County Building Code
in reference to the time table for mandating sprinkler systems in high
rise buildings. The provisions are that all buildings constructed before
September 1983, if they do not have sprinklers, must install them by Octo-
ber 1, 1988. Mr. Taplin said that if there was a hotel fire before that
time we would look foolish as we require an alarm system in apartments
over three stories. Mr. Bobby from the Shops said the Fire Marshall had
been to the Shops and they are required to install sprinklers. He feels
they are moving very quickly to force compliance. Mr. Weiss said he would
bring an ordinance amending the smoke alarm ordinance to cover hotels to
the next meeting.
Mr. Weiss reported that he had met with Mr. William Gavigan at which
time he tried to explain to Mr. Gavigan the village's position, but Mr.
Gavigan still objects to the special assessment, instead of being part of
the tax assessment on the designated parcels for residential security.
Mr. Weiss said he had been negotiating with the attorney for Mr. Norman
Staubesand, former Chief of Police. It is Mr. Staubesand's contention
that as he was retired before the new pension ordinance was passed that his
benefits should have been figured under the old ordinance provisions. Mr.
Weiss will present this matter to the pension board at their next meeting.
Mrs. Miller said this year's Beautification Award Dinner will be held
on April 3rd at the Sea View Hotel.
The Village Manager reported that our main sewer pump in the station
that serves the Collins Avenue properties is not functioning. It may be
necessary to purchase a new pump. The village engineers, Ludovici and
Orange, are reviewing the system.
Mrs. Miller introduced Mrs. Carole Morris who has been hired and
appointed Deputy Village Clerk. It is intended that Mrs. Morris will assume
the position of Village Clerk on Ms. Wetterer's retirement in September 1986.
Mr. Kelly and Mrs. Miller explained the telephone system in the village
hall is not adequate for our needs. Bids were obtained for different systems
and Mr. Kelly recommended a system by Tel Plus at a cost of $11.934. The
system can be paid for by using money in the budget allocated for a new com-
puter, $18,000. A personal computer has been purchased for the additional
accounting load, which will suffice for a couple of years.
Mrs. Miller said there are some items regarding construction in the
residential section that should be cleared up and put into the zoning or-
dinance. Some to be considered are flat roofs, canvas carports, and maxi-
mum lot coverage. Mr. Weiss said that Mr. Desharnais, our Building Official,
had suggested about twenty items to be clarified. His firm has staff members
qualified to research these items and could do so and make recommendations
for a fee not to exceed $5,000. The council decided that they needed more
information of what is to done and would like to take the matter up again
at the next meeting.
On motion of Mr. McKeehan, seconded by Mrs. Antiles and voted the
meeting was adjourned at 10:50 A. M.

The Council of Bal Harbour village met Tuesday, April 29, 1986 at 9:30
A.M. in the Village Hall.
Present: Mrs. Antiles, Messrs. Laikin, McKeehan, Sherman and Taplin
Also present were Louise Miller, Village Manager; Mary Wetterer, Village
Clerk; and Richard Weiss, Village Attorney.
Mr. Weiss explained that our original ordinance requiring smoke detectors
in high rise buildings did not include hotels. The proposed ordinance now
will include hotels, which will move up the State Sprinkler Law requirements.
Also the hotels will have until November 28, 1986 to comply. Mr. Desharnais
said that compliance by the hotels to this ordinance will mean that they will
not have to install sprinklers under the State Fire Regulations, however, this
does not include condominiums. It was decided to wait until the Building
Official has word on the condo provisions before considering the amending
ordinance.
Mayor Sherman explained that the State is considering a 2% tax on
library books and materials which would only be refunded to libraries serv-
ing over 20,000 people. This is unfair to the libraries operated by smaller
cities. Mrs. Miller explained that there is a grant available from the Ben
Franklin Society to survey how small libraries could pool their books and
materials and still remain independent. Dr. Antiles from the Library Board
said this would benefit our library as the three towns have no space to store
books. Mr. Sherman said Dade County had approached Bal Harbour to join the
County system, however, it would be based on a millage levy of .456, this could
cost the individual taxpayers a total of $216,000. The advantages and dis-
advantages of this should be studied. On motion of Mr. McKeehan, seconded by
Mrs. Antiles and unanimously voted

requesting the State to include independent libraries in the proceeds of the
proposed 2% tax on library materials was adopted.
Mr. Desharnais reported that hotels are exempt from the Fire Law under
certain conditions, such as a one hour fire separation between apartments and
use of non-combustible materials. Condominiums are not exempt from the sprinkler
law effective October 1, 1990. The Village Clerk read the proposed ordinance
by title. It was moved by Mr. Taplin, seconded by Mr. Laikin and unanimously
voted to pass the ordinance on first reading including hotels in the smoke
detector ordinance.
