WHEREAS, The City of Opa-locka, Florida is in need of engineering services for evaluation and compliance with the Clean Water State Revolving Fund (SFR) ; WHEREAS, EAC Consulting has previously performed phases of the services required and can effectively continue to provide the services as needed; and WHEREAS, It has been determined that it is in the best interest of the City to allow EAC Consulting to continue to provide services to the City. NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference; Section 2. The City Commission approves and ratifies the agreement between the City of Opa-Locka and EAC Consulting that would require EAC Consulting to conduct Sanitary Sewer Evaluation Survey Phase I and II, Flow and Smoke Testing, and Manhole Inspection of approximately 56,000 linear feet to comply with the Clean Water State Revolving Fund (SRF) planning requirements in an amount not to exceed Forty-five Thousand Dollars ($45,000.00), payable from account number 75- 5356314. Resolution No. 16-9166 Section 3. The City Manager is hereby authorized to execute all documents necessary to effectuate agreement. Section 4. Description: The purpose of the change in scope was to perform the flow testing, smoke testing, manhole inspection, etc. to approximately 56,000 linear feet which was not included in the original scope for the wastewater infrastructure system project that EAC Consulting, Inc. provided to the City under the contract agreement dated October 24, 2013. EAC Consulting was awarded the contract as consultant for this project under RFQ No. 13-1104100, performed this task in accordance to the Clean Water State Revolving Fund (SRF) Planning Requirements. This helped the city meet the DERM requirement in a timely manner. All sanitary sewer collection and transmission system are required to complete a Sanitary Sewer Evaluation Survey (SSES) according to the guidelines published in the U.S. EPA's sewer system Infrastructure Analysis and Rehabilitation Handbook (1991), EPA/625/6-91/030. As part of the agreement EAC Consulting, Inc. Prepared Phase I which consisted of the evaluation of the wastewater collection system to determine the amount of existing infiltration and inflow(I/I), and the Phase II which is the plan for upgrading the collection system to meet or exceed the minimum I/I standards. The completion of an SSES is required followed by sewer rehabilitation and post-rehabilitation flow monitoring to determine compliance with 5,000 gallons per day-inch-mile (GPDIM) standard for(UI) as specified in the Miami Dade County Code. Account Number: 75-5356314. Financial Impact: This additional scope is unbudgeted. However,the fee of$45,500.00 was approved and paid by the Department of Environmental Protection, State Revolving Fund loan. Implementation Time Line: As soon as possible since we need to provide DERM with our SSES Report. Legislative History: RFQ No. 13-1104100 awarded July 30th 2013. Recommendation(s): Staff recommends approval in order to facilitate the requirements of DERM. As this is part of the requirement for the consent decree as it relates to the Sanitary Sewer Evaluation Survey (SSES). Analysis: Based on our Water and Sewer Atlas the additional 56,000 linear feet were not included. To have a complete picture of our Sanitary Sewer this needed to be done. ATTACHMENT(S): 1. Phase II is the plan for upgrading the collection system to meet or exceed the minimum I/I standards. Phase III is the implementation of the plan developed in Phase II and includes remeasurement to prove that the collection system is operating at an acceptable level. The City desires to continue providing reliable wastewater collection services for new development and to enhance their existing system and has requested that the EAC Team perform an SSES for the City's collection system which includes an additional 56,000 linear feet of sanitary sewer and additional manholes for these collection basins. The completion of an SSES is required followed by sewer rehabilitation and post-rehabilitation flow monitoring to determine compliance with 5,000 gallons per day-inch-mile (gpdim) standard for I/I as specified in the Miami Dade County Code. Phase I (SSES) must include a system survey and flow measurement to identify any collection basins that exceed 5,000 gpdim. Phase II of the SSES includes a Rehabilitation Plan which should identify specific repairs that will reduce I/I. Excluded from this proposal is Phase 3,which is work to be undertaken at a future time by the City. Phase III includes conducting post-rehabilitation flow measurement to verify and demonstrate compliance with the Miami Dade County Code. Smoke testing will involve testing the existing gravity sewer mains using a high volume blower along with smoke canisters or liquid smoke to generate the smoke. Smoke will be non-toxic odorless and non- staining. E. Night Flow Isolation Analyses and Studies. F. Manhole Inspections G. Compilation of Inspection Findings and Reports (Phase 1 Report). Our services on this project will be supported by our subconsultant— • C&I Construction and Design, Inc.-Flow Testing,Smoke test,Manhole inspection,etc Sanitary Sewer Evaluation Survey(Phase I and II) This task will be performed according to the Clean Water State Revolving Fund (SRF) Planning Requirements.All sanitary sewer collection and transmission systems are required to complete a Sanitary Sewer Evaluation Survey (SSES) according to the guidelines published in the U.S EPA's Sewer System Infrastructure Analysis and Rehabilitation Handbook(1991),EPA/625/6-91/030. The SSES shall be carried out in three phases. Phase I is an evaluation of the wastewater collection and transmission system to determine the amount of existing Infiltration and Inflow. (I/I). Phase II is the plan for upgrading the collection system to meet or exceed the minimum I/I standards. Phase III is the implementation of the plan developed in Phase II and includes remeasurement to prove that the collection system is operating at an acceptable level. The City desires to continue providing reliable wastewater collection services for new development and to enhance their existing system and has requested that the EAC Team perform an SSES for the City's collection system which includes an additional 56,000 linear feet of sanitary sewer and additional manholes for these collection basins. The completion of an SSES is required followed by sewer rehabilitation and post-rehabilitation flow monitoring to determine compliance with 5,000 gallons per day-inch-mile(gpdim)standard for I/I as specified in the Miami Dade County Code. Phase I (SSES) must include a system survey and flow measurement to identify any collection basins that exceed 5,000 gpdim. Phase 11 of the SSES includes a Rehabilitation Plan which should identify specific repairs that will reduce I/I. Excluded from this proposal is Phase 3,which is work to be undertaken at a future time by the City. Phase III includes conducting post-rehabilitation flow measurement to verify and demonstrate compliance with the Miami Dade County Code.
