HomeMy Public PortalAbout01-17-2006PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, TUESDAY, JANUARY 17, 2006 The Common Council of the City of Richmond, Indiana met in regular session Tuesday, January 17, 2006, in the Council Chambers in said City. President Sharp presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GLOVER ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Al Glover, Gil Klose and Diana Pappin. Absent was Larry Parker. APPROVAL OF MINUTES Councilor Pappin moved to amend the minutes of the January 3 Special Meeting to indicate the presence of Councilor Lundy and to amend the minutes of the January 3 regular meeting with regard to Ordinance No. 89 -2005 to delete The Tax Abatement Committee recommended approval of this Ordinance from the narrative. There was a second by Councilor Welch. The motion carried with a unanimous voice vote. Councilor Welch moved to approve the amended minutes of the meeting of Special Meeting and the regular meeting of January 3, 2006, with a second by Councilor Pappin. The motion carried with a unanimous voice vote. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Re: The Carpenter Property - Walt Chidester reported the City expects the Restrictive Environmental Easement documents to be approved at the January 19, 2006 Board of Works meeting. • Mayor Hutton announced the year -end fiscal report will be completed by January 20. • The Mayor will be attending the IACT Legislative Conference on January 18. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 22, 2006 meeting were accepted as presented. MISCELLANEOUS BUSINESS Richmond High School government students David Schegman and Katy Mendenhall were present Council President Sharp nominated Steve Stevens to a one year term on the Redevelopment Commission with a second by Councilor Wissel. The motion carried with a unanimous voice vote. Other nominations received were Donna Schiferl for a 4 -year term to the Board of Zoning Appeals and Bob Hunter and Leslie Ducey for 3 -year terms to the Human Rights Commission. President Sharp will contact each nominee before the February 6 meeting to confirm their interest. Councilor Elstro asked about the possibility of the Tax Abatement Committee to follow up with "spot checks" on companies receiving tax abatements. It was the consensus of the Council this should be pursued and used as a tool for good communication with the recipients of the abatements. Common Council Minutes January 17, 2006 Page 2 ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance No. 7 -2006 on first reading by title only with a second by Councilor Welch. The motion carried with a unanimous voice vote. ORDINANCE NO. 7 -2006 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA CRIMINAL JUSTICE INSTITUTE The Clerk read Ordinance No. 7 -2006 on first reading by title only. Ordinance No. 7 -2006 would authorize the City of Richmond to act as a "pass through" agent to obtain funds from the Indiana Criminal Justice Institute through its Victims of Crime Act Program. The funds would be used by the Genesis program of the YWCA. A local match of Thirteen Thousand Six Hundred Fifteen Dollars ($13,615.00) would be provided by the United Way and Cash In -kind. Councilor Welch moved to advance Ordinance No. 7 -2006 to second reading and to suspend the rules and read by title only with a second by Councilor Pappin. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 7 -2006 on second reading by title only. Council President Sharp declared Ordinance No. 7 -2006 on second reading and public hearing. There being no comments for or against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 7 -2006 with a second by Councilor Pappin. The motion carried with a unanimous voice vote. Councilor Lundy moved to advance Ordinance No. 7 -2006 to third and final reading and suspend the rules and read by title only with a second by Councilor Elstro. The motion carried with a unanimous voice vote. The Clerk read Ordinance No. 7 -2006 on third reading by title only. Ordinance No. 7 -2006 was adopted with a 8 -0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 89 -2005 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 The Clerk read Ordinance No. 89 -2005 on second reading by title only. This ordinance is a ten -year tax abatement request by Yukiya U.S.A. Gasket & Sealing Co., Ltd. for equipment valued at $85,000. The Tax Abatement Committee requested this Ordinance be held until additional information is available. CALL FOR ADJOURNMENT There being no further business, the meeting was adjourned.
