The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the
Whole Monday, July 31, 2006, in the Council Chambers in said City. Council Vice President
Pappin presided with the following Councilors present: Howard "Jack" Elstro, Bruce Wissel, Karl
Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Absent was Councilor
Lundy.
Also present were four Centerville High School Government Students: Marilyn Stegall, Alison
Sharp, Misty Freck and Anna May Toschlog.
