The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the
Whole Wednesday, August 23, 2006, in the Council Chambers in said City. Council Vice
President Pappin presided with the following Councilors present: Howard "Jack" Elstro, Bruce
Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Absent
was Councilor Lundy.
TOPIC OF DISCUSSION
The proposed 2007 General Fund Budget.
