Roll Call The City of Tiffin City Council held a work session Tuesday, July 20, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:01 PM. Upon roll being called the following members were present: Jim Bartels, Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Bartels. Second by Havens. All ayes, agenda approved. C. Discussion and Update of Tiffin Rec Fest Discussion: Deputy City Clerk Brianna Wilkerson and Recreation Director Frank Haege presented st updates to Rec Fest which will be held at Tiffin City Park on July 31. D. Discussion of American Rescue Plan Funding and Discussion of Possible uses for the Funds Discussion: City Administrator Doug Boldt presented the estimated dollar amount that the city will be receiving and discussed possible uses for the money. E. Discussion and Review of Proposals for Law Enforcement Assessment for the City of Tiffin Discussion: City Administrator Doug Boldt presented the two proposals to council. Council would like to talk with the two individuals at the next work session. F. Discussion and Update of Property at 101 Summerhays Discussion: City Administrator Doug Boldt and Mayor Steve Berner gave an update Council on the property at 101 Summerhays St. G. Questions from Council Members regarding items on the Regular City Council Agenda H. City Administrator Evaluation 1. Roll Call The City of Tiffin City Council held a regular session Tuesday, July 6, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 7:01 PM. Upon roll being called the following members were present: Jim Bartels, Chris Olney, Al Havens, Skylar Limkemann and Eric Schnedler. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay. C. Agenda Additions/Agenda Approval Motion to approve agenda by Bartels. Second by Schnedler. All ayes, agenda approved. D. Communications and Reports 1. Unscheduled I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. If anyone would like to address the City Council but is unable to attend the Council Meeting, you can do so by telephone by calling 319-545-2572 ext. 0 at 7:00 p.m. Discussion: Bre Horstman from Southslope gave us an update that they will be running a promotion to eliminate the $300 drop fee for Tiffin residents through the end of the calendar year. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes Motion to approve consent agenda which includes City Council Minutes by Olney. Second by Havens. All ayes, consent agenda approved. F. Mayoral Proclamation 1. G. Public Hearing on Amendment to the Tiffin Zoning Ordinance No. 2007-287, Section 9.05, Accessory Building and Structures, to allow Pre-fabricated Garden Sheds of less than 100 Square Feet in a Side Yard a. Close Public Hearing Motion to open Public Hearing on Amendment to the Tiffin Zoning Ordinance No. 2007-287, Section 9.05, Accessory Building and Structures, to allow Pre-fabricated Garden Sheds of less than 100 Square Feet in a Side Yard by Havens. Second by Bartels. Roll Call: Schnedler, Limkemann, Olney, Havens, Bartels. Discussion: Nothing Received at City Hall. Motion to approve Resolution 2021-020 A Resolution Approving the Name Change of a Portion of Ireland Avenue to Roberts Ferry Road by motion to amend to state South Park Road by Limkemann. Second by Havens. Motion to approve as amended by Schnedler. Second by Olney. Roll Call: Havens, Olney, Schnedler, Limkemann, Bartels. All ayes, motion carried. K. Motions for Approval 1. Consideration of Payables List Motion to Approve by Havens. Second by Bartels. All ayes, motion carried. 2. Consideration of Change Order #3 Rathje Construction, Original Town Urbanization Project Phase Two Motion to Approve by Havens, Second by Olney. All ayes, motion carried. 3. Consideration of Pay Estimate #3 Rathje Construction, Original Town Urbanization Project Motion to Approve by Bartels. Second by Havens. All ayes, motion carried. 4. Discussion and Consideration of Engineering Services Agreement with Hart-Frederick Consultants for the Trunkline Sewer Main Interceptor Project and Council Action as Needed. Motion to approve by Bartels. Second by Havens. All ayes, motion carried. 5. Discussion and Consideration to Hire a Consultant to Perform a Law Enforcement Assessment for the City of Tiffin. Discussion: Doug Boldt will contact the consultant and set up a work session rd for August 3 at 5:00 PM. No action taken. L. Reports to be Received/Filed 1. June Johnson County Sheri M. Nothing to Report. 8.City AdministratorDiscussion: City Administrator Doug Boldt gave an update on the fill station. 80/380 project update will close the Ireland Ave East bound exit late this summer or fall, will release more information once it gets released. Joint School Board meeting on the schedule. There are 32 participants for the fall soil quality restoration so far. N. Adjournment Motion to adjourn by Schnedler. Second by Limkemann.
