HomeMy Public PortalAbout09-18-2006PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, SEPTEMBER 18, 2006 The Common Council of the City of Richmond, Indiana met in regular session Monday, September 18, 2006, in the Council Chambers in said City. President Sharp presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR LUNDY ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the meeting of September 5, 2006, with a second by Councilor Pappin. The motion carried with a unanimous voice vote. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • The City of Richmond is taking part in a contest on recycling. We were second in the Nation in our size class in 2005. All cans and other recyclable materials can be deposited at any City of Richmond buildings September 15 — 30, 2006. • The new Roseview brochures are printed in Spanish and English. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the August 17 & 24, 2006 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS None REPORTS FROM STANDING COMMITTEES None REPORTS FROM SPECIAL COMMITTEES None REPORTS FROM ORGANIZATIONS None MISCELLANEOUS BUSINESS Councilor Elstro asked the Law Department investigate the procedure for boarding up vacant buildings. ORDINANCES ON FIRST READING Common Council Minutes September 18, 2006 Page 2 of 4 Councilor Elstro moved to suspend the rules and read Ordinance Nos. 77, 78, & 79 -2006 on first reading by title only with a second by Councilor Lundy. Upon a vote viva voce, the motion passed. ORDINANCE NO. 77 -2006 — A GENERAL ORDINANCE AMENDING CHAPTER 120 OF THE CITY OF RICHMOND CODE The Clerk read Ordinance No. 77 -2006 on first reading by title only. This Ordinance would require certain structures to have a key lock box installed on the exterior of the structure to aid the Richmond fire Department in gaining access to the structure when responding to calls for emergency service. Ordinance No. 77 -2006 will be held until Fire Marshall Bobby Farris can be in attendance. ORDINANCE NO. 78 -2006 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE U.S. CORPORATION FOR NATIONAL AND COMMUNITY SERVICE (RSVP) The Clerk read Ordinance No. 78 -2006 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the U.S. Corporation for National and Community Service for the benefit of the RSVP program. This Ordinance would also authorize the city to accept said grant funding in an amount up to Thirty Nine Thousand Sixty Seven Dollars and No Cents ($39,067.00). Councilor Wissel moved to advance Ordinance No. 78 -2006 to second reading and to suspend the rules and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 78 -2006 on second reading by title only. Council President Sharp declared Ordinance No. 78 -2006 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance No. 78 -2006 with a second by Councilor Pappin. Upon a vote viva voce, the motion passed. Councilor Welch moved to advance Ordinance No. 78 -2006 to third and final reading and suspend the rules and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 78 -2006 on third reading by title only. Ordinance No. 78 -2006 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 79 -2006 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE WAYNE COUNTY FOUNDATION (POLICE/FIRE TRAINING FACILITY) The Clerk read Ordinance No. 79 -2006 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Wayne County Foundation for the benefit of the Police /Police Training Facility. This Ordinance would also authorize the city to accept said grant funding in an amount up to Seven Thousand Five Hundred Dollars and No Cents ($7,500.00). Councilor Lundy moved to advance Ordinance No. 79 -2006 to second reading and to suspend the rules and read by title only with a second by Councilor Klose. Upon a vote viva voce, the motion passed. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 79 -2006 with a second by Councilor Welch. Upon a vote viva voce, the motion passed. Councilor Elstro moved to advance Ordinance No. 79 -2006 to third and final reading and suspend the rules and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 79 -2006 on third reading by title only. Ordinance No. 79 -2006 was adopted with a 9 -0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO. 52 -2006 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2007 BUDGET The Clerk read Ordinance No. 52 -2007 on second reading by title only Council President Sharp declared Ordinance No. 52 -2006 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 52 -2006 with a second by Councilor Welch. Upon a vote viva voce, the motion passed. Ordinance No. 52 -2006 will be heard on third reading at a Special Meeting scheduled for September 27, 2006. ORDINANCE NO. 55 -2006 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2007 SALARY ORDINANCE. The Clerk read Ordinance No. 55 -2007 on second reading by title only. Council President Sharp declared Ordinance No. 55 -2006 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 55 -2006 with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. Ordinance No. 55 -2006 will be heard on third reading at a Special Meeting scheduled for September 27, 2006. ORDINANCE NO. 72 -2006 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Ahaus Tool) The Clerk read Ordinance No. 72 -2006 on second reading by title only. This Ordinance is a request of Ahaus Tool & Engineering for a five -year tax abatement on equipment valued at $270,000. Ordinance No. 72 -2006 will be held on second reading until October 2, 2006. ORDINANCE NO. 75 -2006 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Optical Disc) The Clerk read Ordinance No. 75 -2006 on second reading by title only. This Ordinance is a request of Optical Disk Solutions for a ten -year tax abatement for equipment valued at $1,430,000. Ordinance No. 75 -2006 will be held on second reading until October 2, 2006 ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, the meeting was adjourned.
