PRESENT: Judith Bruce, Rich Nadler, Steve Phillips, Chair; Judy Brainerd, Kevin
Galligan, Vice-Chair; Mike Brink, (Members); Charles Ketchuck, (Associate); and John
Jannell, Conservation Administrator.
ABA SENT: Jim O'Brien, (Member); Pam Herrick, and Jane Hussey, (Associates).
(Charles Ketchuck is a voting member.)
At 8:31 a.m., this Meeting went into Executive Session.
The Public Meeting opened at 9:12 a.m.
Notice of Intent
Steven Grinspoon and Winifred Sandler, 17 Little Bay Road by Eldredge Surveying
and Engineering LLC. Assessors Map 82, Parcel 5. The proposed replacement of a
glass sunroom with a sunroom and porch, removal of steps and conversion of a turf
lawn to a Cape Cod lawn. Work will occur within 100' of the top of a Coastal Bank and
within the Pleasant Bay A.C.E.C. Thadd Eldredge, and Elizabeth Duine, from Eldredge
Surveying and Engineering LLC, and Winifred Sandler, the applicant, were present.
Thadd Eldredge said this is a small project to replace the existing sunroom with an
addition; to remove the existing stairs from the top of the bank; and to reseed the lawn
for a more naturalized area. Judith Bruce asked if the turf would be disturbed. Thadd
Eldredge said they are proposing to add turf, and there will be no use of fertilizers or
pesticides. Rich Nadler asked about a special condition for the replacement of trees if
they do not survive. Thadd Eldredge said they will be monitoring the existing trees.
Rich Nadler said the trees may need to be replaced from screening. Winifred Sandler
asked if this condition would apply forever. Rich Nadler said the location is visible from
the water and the trees do have an aesthetic interest. Steve Phillips asked about the
details on reconstruction. Thadd Eldredge said they are going to maintain the same
footprint that will need additional support. The work will be done by hand if there is no
frost. A machine will be used for the glass to be removed. Thadd Eldredge said there is
a slight decrease in volume as the existing stairs are being removed. Steve Phillips
asked if they are adding volume. Elizabeth Duine said no, and she showed a graphic
demonstrating the volume is proposed to be less. Steve Phillips asked about the limit of
work. Thadd Eldredge said the limit of work has been extended to the edge of the lawn.
Steve Phillips asked about plants. Thadd Eldredge said when the stairs are removed,
they will plant beach plums. Judy Brainerd said the continuing condition for
replacement trees follows the property for the future. Kevin Galligan said he would also
support the continuing condition for tree replacement, and he asked when the project
was hoping to be completed. Winifred Sandler said by Memorial Day. John Jannell
said the DEP # has not been received yet.
MOTION: A motion to continue this hearing to the Meeting on January 26, 2016 was
made by Mike Brink and seconded by Judith Bruce.

Administrative Reviews
John Hall, 38 Tides End Lane. The proposed removal of 2 dead trees (cedar, pine).
Work to be done by Colson Tree & Landscape. John Jannell said there is an existing
oak that will remain seaward.
MOTION: A motion to approve this Administrative Review was made by Judy Brainerd
and seconded by Judith Bruce.
VOTE: 7-0-0 Unanimous.
Todd Shipman, 25B Doane Road. The proposed removal of a willow, including the
stump. John Jannell said the Condo Association has inventoried all their trees and they
have voted as a group to propose this removal, as the willow's roots are in the
foundation. The resource area is isolated land subject to flooding. The trees behind the
willow will remain.
MOTION: A motion to approve this Administrative Review was made by Judy Brainerd
and seconded by Charles Ketchuck.
VOTE: 7-0-0 Unanimous.
Orleans Natural Resources Department, Skaket Beach. Installation of a temporary
sand drift fence on Skaket Beach. Nate Sears, Natural Resources Manager, was
present and said he met with the Commission last week to ask for the installation of this
sand fence. He said the fence looks good and the sand is building up slightly along the
fence. Judy Brainerd said the educational component included with this application
looked good. Steve Phillips asked if a sign was installed for this temporary installation.
Nate Sears said he spoke with the DEP who said a sign was unnecessary.
MOTION: A motion to approve this Administrative Review was made by Judith Bruce
and seconded by Mike Brink.
VOTE: 7-0-0 Unanimous.
David Michael Hicks, 9 High Street. Proposed pruning of trees for safety reasons,
removal of invasive plants; and removal of dead vegetation. Work to be done by John
Fougere. John Jannell said this is a well-defined project, with mostly pruning proposed.
The resource areas are an isolated vegetated wetland and a ditch. The majority of this
proposal includes minor removals. There is a list as part of this filing that includes each
specific pruning proposal.
MOTION: A motion to approve this Administrative Review was made by Judy Brainerd
and seconded by Judith Bruce.
VOTE: 7-0-0 Unanimous.

Chairman's Business
Approval of the Minutes from the Meetings on January 6, 2015, June 16, 2015, June 23,
2015, July 7, 2015, and January 12, 2016.
MOTION: A motion to approve the Minutes from the Meeting on January 6, 2015 was
made by Judy Brainerd and seconded by Mike Brink.
VOTE: 7-0-0 Unanimous.
MOTION: A motion to approve the Minutes from the Meeting on June 16, 2015 was
made by Judith Bruce and seconded by Mike Brink.
VOTE: Unanimous.
MOTION: A motion to approve the Minutes from the Meeting on June 23, 2015 was
made by Judith Bruce and seconded by Charles Ketchuck.
VOTE: 7-0-0 Unanimous.
MOTION: A motion to approve the Minutes from the Meeting on July 7, 2015 was made
by Charles Ketchuck and seconded by Judith Bruce.
VOTE: Unanimous.
MOTION: A motion to approve the Minutes from the Meeting on January 12, 2016 was
made by Judy Brainerd and seconded by Judith Bruce.
VOTE: 6-0-1 Approved (Kevin Galligan abstained.)
Other Business
Discuss MACC Annual Conference 2016.
John Jannell said the Commissioners should look over the materials and let the
Conservation Department know within the next couple of days what sessions s ill
s
be attending. The Commission will vote next week to release the appropriate fund
Rick Frankolini, was in the audience, and said he is now a full-time resident and he
would like to learn about the Conservation Commission.
MOTION: A motion to close the hearing was made by Judith Bruce and seconded by
Mike Brink.
VOTE: 7-0-0 Unanimous.
