HomeMy Public PortalAbout09-27-2006 - Budget AdoptionPROCEEDINGS OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, WEDNESDAY, SEPTEMBER 27, 2006 There was a Special Meeting of the Common Council of the City of Richmond, Indiana on Wednesday, September 27, 2006, in the Council Chambers in said City. President Karl Sharp presided and the following business was conducted: ROLL CALL: Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Al Glover, Gil Klose and Diana Pappin. Absent was Larry Parker. ORDINANCES ON SECOND READING Deputy Controller, Tammy Glenn, presented the Proof of Publication announcing the date and time of a Public Hearing for the 2007 Budget and the Budget Adoption meeting of Common Council. Councilor Welch moved to accept said Proof of Publication with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. ORDINANCE NO. 52 -2006 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2007 BUDGET The Clerk read Ordinance No. 52 -2006 on second reading by title only. Council President Sharp declared Ordinance No. 52 -2006 on second reading and public hearing. Mayor Hutton spoke in favor of the Ordinance. There being no comments against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 52 -2006 with a second by Councilor Pappin. Upon a vote viva voce, the motion passed. Councilor Welch moved to suspend the rules and advance Ordinance No. 52 -2006 to third and final reading and read by title only with a second by Councilor Pappin. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 52 -2006 on third and final reading by title only. Ordinance No. 52 -2006 was adopted with an 8 -0 roll call vote. ORDINANCE NO. 55 -2006 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2007 SALARY ORDINANCE The Clerk read Ordinance No. 55 -2006 on second reading by title only Council President Sharp declared Ordinance No. 55 -2006 on second reading and public hearing. There being no comments either for or against the ordinance, Councilor Elstro moved for engrossment of Ordinance No. 55 -2006 with a second by Councilor Welch. Upon a vote viva voce, the motion passed. Councilor Wissel moved to suspend the rules and advance Ordinance No. 55 -2006 to third and final reading and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 55 -2006 on third and final reading by title only Ordinance No. 55 -2006 was adopted with a 9 -0 roll call vote.
