HomeMy Public PortalAbout10-16-2006PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, OCTOBER 16, 2006 The Common Council of the City of Richmond, Indiana met in regular session Monday, October 16, 2006, in the Council Chambers in said City. President Sharp presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GLOVER ROLL CALL Councilors present were Howard "Jack" Elstro, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Absent was Etta Lundy. APPROVAL OF MINUTES Councilor Welch moved to approve the minutes of the regularly scheduled meeting of October 2, 2006 and a special meeting on September 27, 2006, with a second by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS COMMUNICATION FROM THE MAYOR- Mayor was absent REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 21 & 28, 2006 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS: Tony Foster, Director of Metropolitan Development, announced there will be hearings for the 2007 Rehabilitation Grant on October 24th at 10 am and 10:30 am in the Community Room. Copies of the Comprehensive Plan can be picked up from the Metropolitan Development Office, Morrison Reeves Library and the Economic Development Corporation. REPORTS FROM STANDING COMMITTEES - None REPORTS FROM SPECIAL COMMITTEES - None REPORTS FROM ORGANIZATIONS - None MISCELLANEOUS BUSINESS: • Richmond High School government students in attendance included: Jeff Carter, Trey Carr, Thomas Bryant, Morgan Muller, Justin Meyers, Brandi Cooper, Nathan Butler, Danny Keefer and Tara Morgan. • Al Glover was concerned about the tax abatement program and the impression it is making on the business community. Mr. Glover does not feel that all businesses awarded a tax abatement are not following the compliance requirements. Councilor Pappin reported the Tax Abatement Committee has discussed Mr. Glover's concerns and feels the requirements are being adhered to. The Committee is looking at the possibility of adjusting the minimum hourly wage. Common Council Minutes October 16, 2006 Page 2 of 3 ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance Nos. 82, 83, 84, 85 & 86 -2006 on first reading by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. ORDINANCE 82 -2006 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM R -2 TO R -2, SPECIAL USE The Clerk read Ordinance No. 82 -2006 on first reading by title only. This Ordinance is a request to change the zoning designation at 21 South 34th Street to an R -2, Special Use District in order to allow the owner to use said real estate as an accessory off - street parking adjacent to Bank building and use located in C -2 District. Ordinance No. 82 -2006 was referred to the Plan Commission for public hearing on October 26, 2006. ORDINANCE NO. 83 -2006 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM A -1 TO C -2 The Clerk read Ordinance No. 83 -2006 on first reading by title only. This Ordinance is a request to change the zoning designation at 1401 Highland Road to C -2 to allow the owner to develop the property for commercial use, specifically medical buildings or a hotel. Ordinance No. 83 -2006 was referred to the Plan Commission for public hearing on October 26 2006 ORDINANCE NO. 84 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 The Clerk read Ordinance No. 84 -2006 on first reading by title only. This Ordinance is a request by Ahaus Tool & Engineering for a five -year tax abatement for equipment valued at $120,000. Ordinance No. 84 -2006 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 85 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 The Clerk read Ordinance No. 85 -2006 on first reading by title only. This Ordinance is a request by TBK America, Inc. for a ten -year tax abatement for equipment valued at $3,114,000. Ordinance No. 85 -2006 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 86 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 The Clerk read Ordinance No. 86 -2006 on first reading by title only. This Ordinance is a request by P & M Holdings for a ten -year tax abatement for real estate valued at $145,000. Ordinance No. 86 -2006 was referred to the Tax Abatement Committee for due diligence. Common Council Minutes October 16, 2006 Page 3 of 3 ORDINANCES ON SECOND READING ORDINANCE NO. 56 -2006 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED OFFICIALS FOR 2007 The Clerk read Ordinance No. 56 -2006 on second reading by title only. This Ordinance would fix the annual compensation of all elected city officers and reflects a 3% raise averaged over two years. Council President Sharp declared Ordinance No. 56 -2006 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 56 -2006 with a second by Councilor Parker. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 56 -2006 to third and final reading and suspend the rules and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 56 -2006 on third reading by title only. Ordinance No. 56 -2006 was adopted with an 8 -0 roll call vote.
