The Common Council of the City of Richmond, Indiana met in regular session Monday, November 20,
2006, in the Council Chambers in said City. President Sharp presided and the following business was
conducted:

Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry
Parker, Al Glover, Gil Klose and Diana Pappin.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting of November 6, 2006, with a second by
Councilor Pappin. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
■ The City of Richmond has received a $5,000 award for collecting the largest number of cans in
any city our size in the nation. The $5,000 will be used for the Police /Fire Training Facility.
Dog Park — the second grade class at Vaile has designed a brochure for the Dog Park. Hill Pet
Nutrition is donating $15,000 for the development of the Dog Park and have also adopted the
Vaile class and worked with them on their brochure project.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the October 26 and November 2, 2006 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS
Sharon Palmer, representing Metropolitan Development, reported there will be three public hearings
regarding the US Environmental Protection Agency Brownfield Cleanup Program. They will be November
29 — 10 AM; December 5 -Noon and December 6 -3 PM. All will be held in the Community Room at the
City Building.

MISCELLANEOUS BUSINESS
Council President Sharp encouraged the public to respond to a plea from the Veteran's Council and
donate personal items to be shipped to our armed forces serving in the Middle East.

Councilor Wissel moved to reinstate Ordinance No. 85 -2006 with a second by Councilor Sharp. Upon a
vote viva voce, the motion passed.
ORDINANCES ON FIRST READING
Councilor Elstro moved to suspend the rules and read Ordinance Nos. 53, 88, 90 & 92 -2006 on first
reading by title only with a second by Councilor Lundy. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 53 -2006 — AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR
SERVICES FROM THE RICHMOND SANITARY DISTRICT, RICHMOND POWER & LIGHT, MOTOR
VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT FUNDS TO THE GENERAL
FUND IN 2007
The Clerk read Ordinance No. 53 -2006 on first reading by title only.
This Ordinance authorizes the payment for services from the Richmond Sanitary District, Richmond
Power & Light, Motor Vehicle Highway and Park and Recreation Department funds to the General Fund
in 2007.
Councilor Wissel moved to advance Ordinance No. 53 -2006 to second reading and to suspend the rules
and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed.

Council President Sharp declared Ordinance No. 53 -2006 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance
No. 53 -2006 with a second by Councilor Pappin. Upon a vote viva voce, the motion passed.
Councilor Lundy moved to advance Ordinance No. 53 -2006 to third and final reading and suspend the
rules and read by title only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 88 -2006 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA HOUSING FINANCE
AUTHORITY
The Clerk read Ordinance No. 88 -2006 on first reading by title only
This Ordinance would authorize the Mayor to prepare and submit an application to the Community
Development Block Grant fund and to accept a grant in an amount up to Three Hundred Thousand
Dollars ($300,000.00). These funds would assist up to 20 low- income homeowners with needed repairs
and to execute and administer grant including requisite general administration and housing activity
management, contracts and agreements pursuant to regulations of the Indiana Housing Finance Authority
and the United States Department of Housing and Urban Development. Funds in the amount of Sixty
Thousand Dollars ($60,000) would be set aside for this housing activity. The anticipated source of this
leverage is non - federal revenue from the City of Richmond Revolving Loan Fund.
Councilor Wissel moved to advance Ordinance No. 88 -2006 to second reading and to suspend the rules
and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 90 -2006 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A
CERTAIN PARCEL AS A -1 (AGRICULTURAL DISTRICT) TO PUD (PLANNED UNIT DEVELOPMENT
DISTRICT — R -1)
The Clerk read Ordinance No. 90 -2006 on first reading by title only.
This Ordinance is a petition to rezone the property on the east side of South 23rd Street and south of
Forest Hills County Club from A -1 Agriculture District to an A -1 Agriculture District Residential Planned
Unit Development. This is an extension of the existing PUD that was approved in 2001.
Ordinance No. 90 -2006 was referred to the Plan Commission for public hearing at its meeting on
December 21, 2006.
ORDINANCE NO. 92 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Integrated Manufacturing Solutions)
The Clerk read Ordinance No. 92 -2006 on first reading by title only.
This Ordinance is a request of Integrated Manufacturing Solutions for a ten -year tax abatement for
equipment valued at $200,000.
Councilor Klose moved to amend Ordinance No. 92 -2006 to an eight -year tax abatement with a second
by Councilor Welch. The motion passed with a 6 -3 roll call vote. Dissenting were Councilors Elstro,
Lundy and Glover.
Councilor Pappin moved to advance Ordinance No. 92 -2006 to second reading and to suspend the rules
and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed.
